Description
The U.S. Army Corps of Engineers intends to award a sole source cost type contract to The University of Southern California (USC) to provide a continuation of research and development services to the Strategic Environmental Research and Development Program (SERDP), Project ER-2237 entitled A Fully Integrated Membrane Bioreactor System for Wastewater Treatment in Remote Applications. Project ER-2237 was selected through a competed solicitation in FY2012. This SERDP statement of need sought to develop sustainable wastewater treatment processes for forward operating bases. By developing an osmotic membrane bioreactor system (OMBR), this project will allow for a more efficient, lower-footprint wastewater treatment system that will improve the safety of military personnel by reducing fuel and water transport needs. Further, the tools and knowledge generated will benefit the scientific community by optimizing the operating parameters necessary for developing a highly efficient wastewater treatment and water reuse system with a small footprint. Contract W912HQ-12-C-0068, was awarded on 6 July 2012 to the University of Nevada, Reno with a 48 month period of performance. The University of Southern California is uniquely qualified as the Principal Investigator (PI) of this project has moved from the University of Nevada, Reno to the University of Southern California. The PI has the expertise in membrane bioreactors to successfully lead the project to completion without a substantial duplication of effort. Objective of Scope of Work: The services are to further the development of a system for on-site, sustainable wastewater treatment at forward operating bases that is capable of on-site treatment of gray and black wastewaters, can operate with minimal external energy, and which can be transported to FOBs. The project seeks to optimize the operating parameters necessary for developing a highly efficient wastewater treatment and water reuse system with a small footprint. The steps toward achieving the goals of the proposed research are to systematically investigate the three major processes of the OMBR system (BIO, FO, and MD) and at the same time, determine the energy requirements for each process. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only one responsible source and no other supplies or services will satisfy agency requirements. However, any firm that believes it can meet this requirement may give written notification to the Contracting officer within forty five (45) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, the U.S. Army Corps of Engineers will proceed with awarding a cost type contract to the University of Southern California.
