Description
Pre-Solicitation Notice This is a notice of intent, not a request for a proposal. A solicitation will be subsequently issued. The Department of Health and Human Services, National Institutes of Health (NIH), through this acquisition, intends to award a task order through the eRA Development contract to procure a wide range of software development services for the Office of Research Information Systems of the NIH Background The Office of Research Information Systems (ORIS) of the National Institutes of Health (NIH) was established in 2005. Its mission is: (1) to support the NIH and HHS research grants program from initiative planning and application submission through grant closeout and reporting, (2) to electronically capture and manage research related data, (3) to report that data as information to NIH and extramural communities, and (4) to enable the synthesis of that information into knowledge that can guide the management of the NIH research portfolio and improve the Nation's health. Objectives This contract will provide information technology (IT) services necessary to support eRA in the development, maintenance, and implementation of systems that are designed to accommodate NIH and DHHS initiatives. The objective of this contract is for the Contractor to provide design and development services to the Government for all eRA program modules throughout the software development lifecycle (SDLC). The end products of this contract shall be modules of production quality, which will enhance and integrate with the existing eRA modules, as well as provide substantial new functionality. Offerors shall be able to provide information technology (IT) services necessary to support the Electronic Research Administration (eRA) in the business and requirements development; IT architecture support regarding data, application software, network, and hardware eRA entities; IT security system and functional testing of software; configuration management; software development support; documentation and training support ; and implementation of systems that are designed to accommodate NIH and DHHS initiatives. Offerors shall be able to provide the above-mentioned services for all designated eRA program modules throughout the software development lifecycle (SDLC). Characteristics of the eRA software development requirements include: • Project Planning Support • Requirements Development Support • Design • Implementation (coding/new development and maintenance) • Testing Support • Project Integration Management / Development Support • Production Support • Documentation Support • Training Support • eRA Infrastructure Support Mandatory Criteria 1. Offerors shall have experience in the following areas: • Project Planning Support • Requirements Development Support • Application Design • Implementation (coding/new development and maintenance) • System and Integration Testing Support • Project Integration Management/Development Support • IT Security Support • Application Architecture Support • Production Support • Documentation Support • Training Support • eRA Infrastructure Support 2. Experience as a prime contractor for a Federal grants management system similar in size, scope and complexity to the eRA program is an absolute requirement and a key success indicator. Proposals submitted in response to the pending solicitation will be evaluated on the following factors: Technical Solution - The Offeror will be evaluated on how well the proposal meets the eRA project objectives, considerations, and constraints, and complies with NIH IT standards and guidelines. The Offeror should demonstrate how they will manage and satisfy the technical requirements for each subtask defined in PWS section 3.2, in consideration of the standards and practices described in PWS section 3.3. The offeror should build a high level of confidence in their ability to deliver successfully all the services required. Technical - Management Solution - The Offeror will be evaluated on how well the Offeror addresses its approach to perform task management for this effort. This includes such items as planning the activities of its staff, scheduling support, organizing, and effective utilization of resources, controlling the execution of the task, monitoring progress, status reporting, resolving critical issues, mitigating risks, planning for subsequent phases of work, effective and efficient use of performance indicators and measures (as cited in the Performance Metrics to be made a part of any resulting order), and proposed methods to contain costs. Technical - Personnel Solution - As part of this factor, the Government will evaluate the resumes submitted for each of the Key Personnel proposed. Past Experience and Performance - The offeror must have demonstrated experience providing software development for Federal grants management systems similar in size, scope and complexity to the eRA requirements, and will indicate the likelihood of the Offeror's success. The evaluation of this factor will provide an indication of the Offeror's ability to staff and manage software development activities. Greater credit will be given to the past experience and performance references that are linked to key personnel experience. Small Business Involvement - As part of this factor, the Government will evaluate the Offeror's plan for including small, disadvantaged, women-owned, and veteran-owned businesses as part of their solution to meeting eRA Software Development program requirements. Transition Plan - As part of this factor, the Government will evaluate the Offeror's plan for a successful and orderly transition from the current contract. A Request for Proposals (RFP) will be available electronically on www.fedbizopps.gov on/or about March 10, 2014. Responses to the RFP will be due 30 days after the release of the RFP. ORIS anticipates the award of a single contract for one base year with four additional one year option periods. ORIS may award a cost reimbursement and/or fixed price contract. This pre-solicitation notice is not a request for a proposal. This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response.
