Description
The National Institute of Standards and Technology (NIST) intends to award on a sole source basis, under the authority of FAR 13.106-1(b)(1), with youBot Store Bergiusstr 15, D-86199 Augsburg, Germany to obtain a robot and accessories for the National Institute of Standards and Technology (NIST)Division 73, Information Technology Laboratory, located in Gaithersburg, MD. The resulting purchase order will be a sole source award purchase order. The Intelligent System Division (ISD) develops advances and deploys measurement science and standards to speed development, adoption, and integration of leading-edge intelligent technologies to advance U.S. manufacturing. To support ISD's efforts to develop a cyber-security risk management framework for smart manufacturing systems with associated standards, guidelines, performance metrics, and tools, it is necessary to model these systems and networks and determine the performance impacts of security technologies when used in smart manufacturing systems. This will lead to smart manufacturing systems that offer security, reliability, resiliency and continuity in the face of disruption and major incidents The KUKA youBot robotic arms will be used in the industrial control systems cyber-security testbed. The arms will be dynamically programmed to cooperatively assemble a structure by software running on a separate PC platfom1. An industrial robotic system that allows for a focus more on the cyber-security aspects of the existing system and not on the programming of the robots is the division objective. The NAICS Code is 333999 with a size standard of 500 employees. No solicitation package will be issued. This notice of intent is not a request for quotations. However, responses received by 03 March 2014, 12:00pm, EST will be considered by the Government. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
