- The Army Contracting Command - Warren (ACC-WRN) is issuing this sources sought notice for the base operations, facility maintenance and repair services for the US Army Garrison, Detroit Arsenal (USAG-DTA) in Warren, Michigan, to identify business sources under the 2013 North American Industry Classification System (NAICS) code 561210. The USAG-DTA consists of 180 acres of land containing 300,000 square yards of payment and 55 buildings/structures totaling over 1.9 million square feet. The utilities systems infrastructure consists of over 180,000 of linear feet of potable water and waste water lines and 120,000 linear feet of electrical distribution system lines. This service requirement includes repair and maintenance of real property for sustainment, restoration, and modernization, as well as, minor construction of real property at the DTA in the following specific areas: buildings and structures; roads and grounds; heating, ventilating, and air conditioning systems; electrical distribution systems; water distribution and waste water systems; natural gas distribution; pest management control; and fire suppression/alarm systems. These services are covered under a Collective Bargaining Agreement (CBA). Interested businesses should prepare a statement of capabilities to include the following: 1. Organization's name, address, e-mail, telephone and website address 2. Size and type of ownership for the organization 3. Past Experience - describe your experience of similar type, size and complexity to that which is the subject of this Sources Sought. 4. Provide a listing of three (3) most recent and relevant projects your firm has performed. Include contract number, location, value, period of performance and scope of work and point of contact. 5. Does your company have the cash flow or resources available to manage a large contract if the Government pays on a monthly basis? Based on the projected workload, how long would the firm be able to sustain payroll, should a delay in payment, outside of our office control, occur? 6. Your firms Data Universal Numbering System (DUNS) 7. System for Award Management (SAM) registered NAICS Codes. Interested parties should submit their responses in either a.doc or.pdf compatible format via email. Submissions should be no more than two (2) pages plus cover sheet. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any concern responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the concern's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation MAY be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Your electronic submittal shall be submitted not later than 4:00 PM Eastern Standard Time (EST) on 03 MAR 2014. The Government will NOT accept requests for meetings or briefings. No phone solicitations or email with regards to the status of the Request for Proposal (RFP) will be accepted prior to its release.
