- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole-source contract in the amount of $69,220.00 to NeurOptics, Inc. for the purchase of NPi-100 Pupillometers with associated NPi-100 Headsets and Printer Kits, PLR-200 Pupillometers and DP-2000 Pupillometers; to be used for research studies in the Visual Sciences Branch of the Sensory Research Division (SRD) located at the United States Army Aeromedical Research Laboratory (USAARL). The SRD maintains a unique capability in applied medical and operational research in the areas of visual and auditory sciences. The research mission of the Division is to conduct sensory research to protect, sustain and extend the operational capabilities of our Army's Warfighters. These objectives include conducting applied medical research in the areas of (a) eye and ear injury prevention; (b) development of sensory biomarkers (e.g., electrophysiological, behavioral, and clinical) for the evaluation of visual, auditory, and vestibular consequences of traumatic brain injury and fitness for duty criteria development; (c) development of realistic models for the assessment of protection technologies and sensing performance with these technologies; (d) development of unique visual and auditory standards for service occupations and performance standards for optical, acoustical and communication devices; and (e) establishment of a sensory performance research base to support the development and integration of soldier technologies (e.g., night vision devices, hearing protection, communications equipment, advanced optical systems, etc.) into military systems. The pupillometers are solely manufactured and distributed by NeurOptics Inc. located at 2082 Michelson Dr. Ste. 450, Irvine, CA 92612 in the United States. The NPi-100 is the only device containing the Neurological Pupil index (NPi) software, which has been shown to correlate to increased intracranial pressure and other brain dysfunction. The NeurOptics PLR-200 pupillometer is a research grade human pupillometer, and is a stand-alone hand-held pupillometer capable of measuring pupil size and the pupillary light reaction. The measurements for this device are taken monocularly. Data stored on this device may be uploaded to a laptop or printed; light stimulus intensity, duration may be set. The DP-2000 pupillometer is a stand-alone human desktop pupillometer capable of measuring both eyes (binocular) at once via a dual camera system. It makes multiple consecutive measurements of pupil response and saves pupil trajectory and light stimulus data in a file for external/independent analysis. It has automatic tracking and pupil detection, and graphic result display with autoscale to maximize visibility. The government does not intend to post a solicitation for this requirement nor is this a request for a solicitation or competitive proposals. However, if a company believes it could meet or exceed all the needs of the United States Army Aeromedical Research Laboratory for this requirement, it may submit documentation as such (i.e. a proposal, quote or capabilities statement) and any reasonable offer shall be considered by this agency. All responses to this notice must clearly indicate to the Government that pursuing competition in future procurements would be advantageous. If qualified sources are not presented to the Government by a response to this notice, then a contract shall be awarded in accordance with Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1); only one responsible source, as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services Will Satisfy Agency Requirements. No telephone inquiries will be accepted. This notice of intent to sole source does not obligate the Government to award a contract or otherwise pay for the information provided in the response. The Government reserves the right not to compete this requirement. Any qualified offerors must respond in writing no later than Wednesday 12 March 2014 by 9:00AM Eastern Standard Time to USAMRAA, Attn: Lisa Walters, Lisa.D.Walters13.civ@mail.mil. Any responses received after this date and time will not be considered. Any response documentation received shall become the property of the Government.
