- The Government intends to solicit on an unrestricted Full and Open Competition basis for the delivery of Bulk, Liquid Methane, 99.9% purity, Type II, Grade B (or other Grades specified, if needed. At the current time, Grade B is the only grade required.), IAW Performance Specification MIL-PRF-32207 Propellant Methane dated 10 October 2006, Hazardous Material, NSN: 9135-01-239-8066, delivered F.O.B. Destination into customer-owned tanks at various locations throughout the Continental United States (CONUS). The Contractor shall provide all supplies, management, tools, equipment, labor, and transportation necessary for the delivery of Bulk Liquid Methane. The Government intends to award multiple Blanket Purchase Agreements (BPAs) using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. Utilization of the BPA process will allow the multiple BPA contractors to provide specific pricing of each individual delivery (quantity, grade, and location specific) as they are received. The delivery order/call will then be placed with that BPA contractor that provides the lowest price for each requirement utilizing their BPA contract. The BPA contracts' ordering period will be from 1 June 2014 through 31 May 2019. Offerors are required to have the capability to support bulk shipments. BPA Awards will be made to all offerors determined to be capable of providing on-specification product meeting the requirements of the solicitation. The first known BPA call after award will be for 1,500 gallons of Bulk, Liquid Methane, 99.9%, Type II, Grade B IAW Performance Specification MIL-PRF-32207 Propellant Methane dated 10 October 2006, Hazardous Material, NSN: 9135-01-239-8066, delivered F.O.B. Destination on or before 1 June 2014 into customer-owned tanks at Innovative Engineering Solutions, Murrieta, CA. Contractor shall provide pricing for this first BPA call with their solicitation package. The solicitation will be issued on or about 5 March 2014 and will be posted to the FedBizOpps web page ( http://fbo.gov/ ). If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable.
