- The Naval Air Systems Command (NAVAIR) intends to award a sole source indefinite delivery indefinite quantity production contract to BAE Systems Information and Electronic Systems Integration, Inc., Greenlawn, NY (BAE Systems) for the FY 14-16 production and delivery of APX-111 Mode 5 Combined Interrogator Transponders (CIT), Mode 5 Change Kits to convert previous configurations of the APX-111 CIT to the Mode 5 configuration, shop replaceable assemblies (SRA) for the APX-111 Mode 5 CIT, and related logistics and engineering support to include repairs, technical data, support for weapons system platform integration, and Engineering Change Proposals (ECPs). The FY 14-16 contract will include a basic FY 14 requirement planned for award in April 2014 and various task orders issued throughout FY 14 which will procure total quantities of up to 33 APX-111 CIT, 250 Mode 5 Change Kits, and 20 SRAs. The contract will include a FY 15 Option with various task orders issued throughout FY 15 which will procure total quantities of up to 48 APX-111 CIT, 149 Mode 5 Change Kits, and 18 SRAs and a FY 16 Option with various task orders issued throughout FY 16 which will procure total quantities of up to 88 APX-111 CIT, 130 Mode 5 Change Kits, and 18 SRAs. The quantities listed above are approximations and may be increased slightly if funding permits. Task orders may be awarded for engineering and logistics support to include a Class 1 Engineering Change Proposal (ECP) valued at approximately $13,700,000 to modify the CIT Receiver/Transmitter SRA to address Pulse Top Ripple noncompliance and resolve obsolescence issues. Task orders for other smaller value ECPs may also be procured through the life of the contract. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BAE Systems is the original designer, developer, and manufacturer of the APX-111 CIT, Mode 5 Change Kits, and SRAs. As such, BAE Systems is the only company with the unique knowledge, experience, special skills, facilities, manufacturing techniques, and technical data to perform this effort.
