- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is RFQ-DC-14-00073 and is being issued as a Request for Quote (RFQ), in conjunction with FAR 13 Simplified Acquisition Procedures. The U.S. Environmental Protection Agency?s (EPA), Office of Air and Radiation, National Center for Radiological fields Operations is seeking a vendor to remodel the existing the Emergency Operations Center (EOC) and the Tribal Air & Monitoring Support (TAMS) Center conference rooms and to make them more efficient and user friendly as described in the Statement of Work (SOW). Additional information is in the attached Statement of Work. The Government anticipates issue of a firm-fixed price Purchase Order for this requirement. BASIS FOR AWARD: The Government will make an award to the responsible firm whose quotation is most advantageous to the Government on a best value basis, price and other factors considered. The criteria for evaluation are as follows: EVALUATION FACTORS 1) Technical Approach and Capability ? This rating is based on an assessment of the prospective vendor?s entire submission in terms of its demonstrated understanding of EPA?s requirements as defined in the areas of the Statement of Work. The Government will evaluate each offeror?s technical approach and level of knowledge demonstrated, including an understanding of the requirement. 2) Past Performance - The contractor shall provide a list of contracts or orders for the purpose of past performance evaluation. Valid past performance is evidence of similar work accomplished within the past three years. Provide at least three sources of past performance using the attached form. In addition to considering past performance information provided in the offeror?s submission, past performance evaluations may also be based on the offeror?s supplied references, information obtained through federal performance tracking databases, and other information obtained by the Government from other sources. 3) Price ? The contractor shall submit a firm fixed-price quote that is inclusive of all costs using the table provided in the Price Quote Attachment. The Government will evaluate the total expecting cost of performing this work. This is a best-value procurement and the Government may or may not award to the lowest price quotation. INSTRUCTIONS: FAR 52.212-1 "Instructions to Offerors - Commercial" applies to this acquisition. Offerors are to include a copy of FAR provision 52.212-3 "Offeror Representations and Certifications - Commercial Items" with their response. The following FAR clauses also apply: FAR 52.212-4 "Contract Terms and Conditions - Commercial Items" and FAR 52.212-5 "Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items".
