Description: 1. The Federal Aviation Administration's National Test Equipment Program (NTEP) has a requirement to obtain calibration services for FAA-owned Test Equipment throughout the National Airspace System (NAS). These services will support the calibration of FAA-owned Test Equipment located at approximately 500 FAA facilities throughout the Continental United States (CONUS) and outside the CONUS (OCONUS). The objective of this requirement is to award a contract that will provide a broad range of services required by the FAA to support the life cycle management of the Test Equipment necessary to maintain NAS systems, facilities, and services. The contract will allow the National Test Equipment Program Manager and other stakeholders to: a. Ensure Test Equipment calibration within the appropriate specified interval b. Ensure that configuration management of test equipment is maintained c. Manage the test equipment inventory d. Optimize distribution of test equipment across the NAS 2. This is an unrestricted SIR and is issued for the purpose of obtaining competitive proposals from interested firms. The FAA intends to make a single award from this RFO/SIR and reserves the right to make no award if it is in the best interest of the FAA. 3. Scope of Effort: Contractor support is required to provide the necessary services per the Statement of Work (SOW) that will enable the NTEP to accomplish its mission objectives. The SOW is included at Section C of the SIR. The FAA is planning to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. 4. All interested sources are referred to the attached SIR and attachments. All responses to this SIR must be submitted to the attention of Michael Sheckels and reference the solicitation number DTFAWA-14-R-00003, at the following address: Federal Aviation Administration Building 10A 800 Independence Avenue, S.W. Washington, D.C. 20591 (Contact Mr. Sheckels at 202-267-7479 when delivering proposals) The date and time for receipt of responses is 12:00 p.m., Eastern Time, February 28, 2014 (facsimile and email responses are not permitted). Any responses received after that date and time will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals for Submittals. Proposal submissions must be in accordance with Section L of the SIR. If all requested information is not furnished, the vendor's response may be determined unacceptable. Oral or written communications with offerors, during the screening process, will be conducted if the FAA deems communication is necessary. 5. The FAA is also posting responses to some additional vendor questions received after the closing date for comments on the draft SIR posted on FAACO 7/31/13. The initial set of FAA responses was posted on FAACO on 10/21/13. 6.
