Description

This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as quotes/proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. The VA VISN 1 Healthcare System is seeking interested sources for a near-future solicitation and procurement that based on previous market research is scheduled to be issued as a small business set-aside. Pursuant to FAR Part 6 and FAR Part 19, competition and final set-aside decisions shall be based on the results of this market research. Statement of Work: see attachment The applicable NAICS Code is 492110 Courier and Express Delivery Services. Submission of Information: Companies having capabilities necessary to meet or exceed the stated requirements are invited to provide information to contribute to this market survey/sources sought notice including commercial market information and company information. Companies may respond to this Sources Sought Notice via e-mail to: Tracey.Bissonnette@va.gov no later than March 3, 2014 at 12:00PM EST, with the following information/documentation: 1. Name of Company, Address and DUNS Number. 2. Point of Contact and Phone Number. 3. Business Size applicable to the NAICS Code: 8(a) Business / HUBZone Small Business / Service-Disabled Veteran-Owned Small Business / Small Business / Large Business 4. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the statement of work. Please focus on your company's recommendation for accomplishing the objectives listed above. 5. Commercial market information and practices applicable to these services. 6. A positive statement of your intent to submit a quote as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. SAM: Interested parties should register in the System for Award Managment (SAM). The SAM can be obtained by accessing the internet at www.sam.gov. Disclaimer and Important Notes: This Sources Sought Notice is for market research purposes only and does not constitute a Request for Proposal/Quotation; and, it is not considered to be a commitment by the Government to award a contract nor will the Government pay for any information provided; no basis for claim against the Government shall arise as a result from a response to this Sources Sought Notice or Government use of any information provided. It is the potential offeror's responsibility to monitor FedBizOpps for release of any future solicitation that may result from this Sources Sought Notice. However, responses to this Sources Sought Notice will not be considered adequate responses to any resultant solicitation.
