Description
On or about March 13, 2014, USACE- Omaha District intends to solicit and negotiate a project on a sole source procurement under Request for Proposal (RFP) Number W9128F-14-Q-0002 with Gus Pech Manufacturing Co., Inc.. The Project is for Drill Rig Repair/Upgrade Master BPA. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform service for drilling rig repair, maintenance, and upgrade and is being processed under the NAICS Code 811310, Commercial and Industrial machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. The Omaha District currently owns and operates three drill rigs which were originally designed, manufactured, and assembled by Gus Pech Manufacturing, Co., Inc. Gus Pech is the only company with the detailed knowledge of the operational parameters of the rigs necessary to ensure that any repairs and/or upgrades are done properly and within the original tolerances of the equipment. There are dozens of integrated parts and systems within these very complex drills that must operate in harmony in order to safely perform drilling operations. If any repairs and/or upgrades are not properly integrated into the machines, the government could potentially lose hundreds of thousands of dollars in additional repair costs, lost productivity, and personnel safety risk. This project is being processed under the authority of FAR 6.203-1. The notice of intent is not a request for proposal; however, in accordance with Federal Acquisition Regulations, responsible sources may submit a capability statement, proposal or quotation which shall be considered by the agency.
