Description
Intra-Operative Neurophysiological Monitoring Services for New Mexico Veteran Affairs Health Care System (NMVAHCS) Albuquerque, NM This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. NMVAHCS does not intend to award a contract on the basis of responses received or otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The purpose of this Sources Sought Notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, or Small Business qualified business concerns that are interested in and capable of performing the work described herein. In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition the business meets size standard for NAICS Code 621110 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.VetBiz.gov. Moreover qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns. As a result of this Sources Sought Notice, the NMVAHCS may issue a Request for Proposals (RFP) through FedBizOpps. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against the NMVAHCS shall arise as a result of a response to this Sources Sought Notice or the NMVAHCS use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The NMVAHCS is seeking prospective bidders for a potential contract for Intra-Operative Neurophysiological Monitoring professional services for Veteran patients of the NMVAHCS in Albuquerque, NM. The Performance Work Statement (PWS) requires the prospective contractor to provide onsite intra-operative neurophysiological monitoring services and supplies to accompany those services. The provided service shall cover the application and interpretation of various electrophysiological tests for patients with central and/or peripheral nervous systems and/or vascular systems at risk in accordance with the specifications and requirements of the PWS. The PWS requires a board certified Neurologist and have a minimum of 12 months experience, within the last 36 months, as a neurologist interpreting IOM. All licenses held by the Contractor staff working on this contract shall be full and unrestricted licenses. The facility must comply with the VA Patient's Bill of Rights as set forth in Section 17.34a, Code of Regulations, including current VA patient information confidentiality requirements. The requirement will be equivalent to Part Time (.2 FTE) and is defined by the VA as approximately 2 cases per week, requiring approximately 5 hours per case (including set-up and break down). For the purpose of this Sources Sought Notice, the requirement for two cases per week shall be referred to as part time. It is estimated that 95% of the time will be spent on patient care and 5% on non-patient care. Furthermore, this requirement does not include on-call requirements. The proposed acquisition period shall be for one base period of one year, plus four options year periods, from April 1, 2014 to March 31, 2019, subject to the availability of funds. It is possible that more than one award may come from this action, depending on availability of funds. This procurement is being conducted under the authority listed in the Federal Acquisition Regulations. The applicable NAICS Code is 621110 and the size standard is $35.5 Million Dollars. Contractors responding to this Sources Sought Notice need to provide the following information to garry.long@va.gov no later than noon on Friday, March 7, 2014: Company Name, Address, Phone Number, Point of Contact, Teaming Arrangements (i.e. subcontracts), and Socioeconomic Status. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. This notice does not constitute a solicitation or a commitment by the Government to later publish a solicitation. No solicitation document is available. Telephone inquiries will not be honored.
