Description
TAO(X) Shipbuilding IBA Survey This Request for Information (RFI) is issued by the US Navy as a means of market research to assess the capability and capacity of the industrial base to support TAO(X) program requirements. The Naval Sea Systems Command intends on issuing an unrestricted solicitation for the acquisition of the Navy's Fleet Replenishment Oiler Replacement (T-AO(X)) in the 2nd Quarter of FY15. The T-AO(X) will replace the U.S. Navy's legacy T-AO 187 Class Fleet Oilers, providing fuel and cargo delivery to support a full range of Fleet operations. In addition, a T-AO(X), in conjunction with a T-AKE 1 Class Dry Cargo and Ammunition ship, will operate as a "station ship," accompanying and staying on-station with a Carrier Strike Group (CSG) or Amphibious Readiness Group (ARG) to provide fuel as required. The T-AO(X) Class will be designed and constructed to meet the American Bureau of Shipping (ABS) Classification Steel Vessel Rules (SVR), USCG Alternate Compliance Program and Supplement, and be in compliance with Marine Pollution (MARPOL) and Safety of Life at Sea (SOLAS) conventions. The T-AO(X) will meet the Oil Pollution Act (OPA) of 1990 "Double Hull" Standard. The Navy plans for the next contract phase (2QFY15) to support award for detail design and construction, with a planned Fiscal Year 2016 lead ship award. The current procurement plan is for a total of 17 ships, with the lead ship scheduled to deliver in 2020. To support the program, NAVSEA is conducting an Industrial Base Assessment (IBA) to assess the capability and capacity of the industrial base to support TAO(X) program requirements. As such, the Navy requests the completion of the attached Industrial Base Capabilities Assessment Questionnaire by U.S. Shipbuilders interested in the T-AO(X) program. All information provided will be treated as business sensitive. Please be assured that the government does not intend to award a contract based on the information received from this RFI. In conjunction with this Shipbuilders survey, the Navy is issuing separate RFIs on the industry's ability to support and provide key system and equipment components for the T-AO(X) program. Companies capable of building TAO(X) ships are encouraged to submit a response.
