Description
THIS IS ONLY A SOUCES SOUGHT. INTERESTED SOURCES SHOULD SUBMIT A COMPANY PROFILE FOR CONSIDERATION INDICATING QUALIFICATIONS AND CAPABILITIES. ELECTRONIC SUBMISSION IS ACCEPTABLE. SUBMIT TO PORTFOLIO MANAGEMENT CONTRACTING OFFICER SHEILA WILLIAMS: SHEILA.WILLIAMS@GSA.GOV MARKET AND SITE SURVEY SCOPE OF SERVICES Contractor shall conduct a survey of one bedroom housing units within a reasonable Market Area from the Port. Identification of reasonable Market Area will be determined through a survey of CBP Officers who are currently working at the Port. At a minimum, market survey shall include the communities of Why, Ajo, and Lukeville. Market Survey shall include factors such as age of units, amenities available, and compliance with relevant standards for federally supplied housing [1] ENVIRONMENTAL ASSESSMENT AND HAZARDOUS MATERIAL TESTING SCOPE OF SERVICES The contractor shall complete a Phase I Environmental Site Assessment (ESA) of the Housing Site. Should the Phase I ESA findings warrant further investigation, the requirement is described in Appendix B of this SOW. Contractor shall include testing for Asbestos Contained Building Materials (ACBM) and Lead-based paint in the existing housing units and shall include any allowances for any positive tests in the required development cost estimates. Complete scope for testing is attached in Appendix D. UTILITIES SURVEY AND ENGINEERING SCOPE OF SERVICES The Contractor shall identify the availability, capacity and location of all existing utilities including electricity, water, sewer, gas, and data/cable and TV/phone. PROGRAMMING AND ALTERNATIVES DEVELOPMENT SCOPE OF SERVICES Contractor shall coordinate with CBP Office of Field Operations, CBP - Facilities Management and Engineering Division (FM&E) - Mission Support PMO, Port personnel, and GSA representatives on a needs assessment to define the current and future (20 year horizon) staffing requirements at the Port. A survey shall be included to determine the percentage of staffing that will be full time, the percentage that will be in the field, and the percentage that will require housing at the Port. Needs assessment should include interviews onsite and in Tucson with CBP's Tucson Field Office (TFO), Lukeville Port Personnel (OFO), and representatives and CBP Facilities Management and Engineering (FM&E). These interviews shall be scheduled at the start of the study with a kick off conference call among the contractor, CBP - OFO, TFO, and FM&E.
