Description
SYNOPSIS: This is a notice of intent, not a request for proposals. A solicitation document will not be issued and proposals are not requested. The U.S. Department of the Interior (DOI), Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, on behalf of the DOI Office of the Solicitor, BSEE Pacific Outer Continental Shelf Region (POCSR) and the Bureau of Ocean Energy Management (BOEM) POCR, intends to negotiate a modification to an existing Purchase Order pursuant to FAR 13.501(a)(1)(ii) and Section 4202 of the Clinger-Cohen Act of 1996, Only one responsible source and no other services will satisfy agency requirement, with: TSB Offshore, Inc. DUNS: 969961916 24955 Interstate 45 N 4th Floor The Woodlands, TX, 77380-3055 BACKGROUND The U.S. Department of the Interior (DOI) among other tasks is to manage ocean energy and mineral resources, including oil, natural gas, wind, and geothermal resources. The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. The Bureau of Safety and Environmental Enforcement (BSEE) is mainly responsible for operational safety and workforce training. Regulatory functions delegated to BSEE include permitting drilling, construction, and decommissioning activities; inspecting equipment and facilities; developing and enforcing safety regulations and standards; reviewing oil spill response plans; and operating a national training center for federal inspectors. The Pacific Outer Continental Shelf Region (POCSR) continually works to provide effective management of America's offshore oil and gas resources. The Region works closely with other Federal agencies, the State of California, local governments, environmental and other interest groups, the general public, and the oil and gas industry to achieve the DOIs resource management responsibilities. The POCSR oversee the development of the Nation's offshore oil and gas resources while ensuring clean operations, environmental safety, and the use of evolving technologies. The primary objective under this effort is to obtain Expert Witness Consulting Services for the purpose of preparing for and participating in an evidentiary hearing in Signal Hill Service, Inc v. BOEM, BOEM 2013-0025 (IBLA 2012-227). The scope of work is to provide expert consulting services for the purpose of preparing for and participating in an evidentiary hearing regarding proper decommissioning methodology and cost for Lease OCS-P 0166, including an evaluation and cost estimate of Signal Hills proposed methodology. At issue in this administrative appeal of a BOEM supplemental decommissioning bond order is the proper offshore platform decommissioning methodology upon which to base a cost estimate for bonding purposes, and the accuracy of the cost estimate. BSEE is responsible for providing decommissioning cost estimates to BOEM for its use in determining appropriate supplemental bond amounts. The Contractor shall support BOEM and BSEE with their knowledge of state-of-the art-removal technology for decommissioning offshore oil and gas facilities, and specialized expertise relevant to conducting project-specific engineering cost assessments for plugging and abandoning offshore oil and gas wells and platforms located in the POCSR. PURPOSE The purpose of this intent for modification to an existing Purchase Order is to increase the Not-to Exceed (NTE) ceiling amount, from $50,000 to $250,000 under this effort. The Contractor shall continue to provide litigation support, testimony, and technical engineering and cost assessment services to the BSEE, BOEM, and the DOI Office of Solicitor. The Contractor shall provide knowledge of state-of-the art-removal technology for decommissioning offshore oil and gas facilities, and specialized expertise relevant to conducting project-specific engineering cost assessments for plugging and abandoning offshore oil and gas wells and platforms located in the POCSR. GENERAL INFORMATION This is a Notice in advance of intended solicitation for modification to existing Purchase Order to TSB Offshore, Inc. This notice of intent is NOT a request for competitive proposals. There is no solicitation package available. However, the Government shall consider all responses received within seven (7) days of this posting. Interested parties may identify their interest and capability to respond to the requirement, in writing no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. Written responses shall reference this Notice of Intent No. E13PX00056 and submitted via email by 3:30P.M.Eastern Time, March 6, 2014 to the Contracting Officer, Douglas Marr at Douglas.Marr@bsee.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by interested parties in responding to this notice.
