- This combined synopsis/solicitation has been amended to include the questions and answers received from contractors via email and from the site visit that was conducted on 20 February 2014, adjust the response date to no later than 12:00 p.m. EST 06 March 2014 and address the certification submission requirement. Along with quotes contractor shall provide current training certifications in RF Awareness, Tower Climbing, Climber Rescue/Recovery, and First Aid/CPR. Please see attachment to review all questions and answers received. All quotes shall be sent to the Contingency Contracting NCO responsible for this action, SSG Kenneth P. W91ZLK-14-T-0381 Radio Tower Maintenance This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-72. The solicitation number for this requirement is W91ZLK-14-T-0381. This requirement is being solicited as a 100% small business set aside. The associated North American Industry Classification System (NAICS) Code is 811213, Communication Equipment Repair and Maintenance, and the Small Business Size Standard is $10,000,000.00. The Government intends to award a hybrid Firm-Fixed Price/Time & Materials purchase order in accordance with FAR Part 13.5, Test Program for Certain Commercial Items. This procurement will be evaluated as lowest price technically acceptable and in accordance with the statement of work listed below. TOWER MAINTENANCE STATEMENT OF WORK 1)Contractor shall provide Emergency Service (Time & Materials) on an as needed basis and Preventive Maintenance (PM) (Firm Fixed Price) on an annual basis. 2)Emergency Service calls shall require the contractor to respond by telephone within two hours and be onsite within four hours from the time an emergency service call is initiated by APG-LMR. 3)Contractor shall provide service to the following five (5) towers that fall under APG-LMR DOIM responsibility: Bldg. 400A, 200' steel tower Aberdeen Area, APG, MD. Bldg. E5101, 200' steel tower, Edgewood Area, APG, MD. 311A, 150' steel tower, Aberdeen Area, APG, MD. E5103, 150' steel tower, Edgewood Area, APG, MD. Churchville Test Site, 40' wooden pole, Churchville, MD. NOTE: 40' Wooden Pole located at Churchville Test Track. The contractor shall be responsible for preventive maintenance and corrective actions to the grounding, RF cable, antenna, antenna mounting hardware, and windsock located atop this pole. In the event that the windsock needs repaired or replaced, the government will furnish the replacement part. Performing maintenance on this wooden pole shall require one of the following climbing apparatus: Climbing Gaffs, an extension ladder of sufficient length to safely perform any work required, a lift, or a bucket truck. It is not uncommon to find foliage growing on the pole; this can include poison ivy and thorns. Be prepared to safely clear any foliage that will hinder safe completion of work. 4)Contractor shall provide and maintain an inventory of any and all repair/replacement parts, supplies, and equipment needed to perform work in a complete and timely manner. 5)All materials used by contractor shall meet or exceed original equipment manufacturer (OEM) specifications. 6)Contractor shall perform Radio Tower PM to ANSI/TIA-222-G standards. 7)Contractor shall provide training certifications in RF Awareness, Tower Climbing, Climber Rescue/Recovery, and First Aid/CPR. 8)Contractor shall have Climber Rescue equipment and an OSHA approved First Aid Kit on site. 9)All safety equipment must be inspected daily and possess the required three year OSHA Certification. 10)Contractor shall possess a Megohmmeter for performing proper ground tests, and a Site Analyzer for performing RF Cable Sweeps. All test equipment shall possess annual re-calibration certification for accuracy. 11)Contractor shall follow all safety guidelines and best practices outlined by The American Society of Engineers (ASSE), and Occupational Safety and Health Administration (OSHA). EMERGENCY SERVICES ARE TO INCLUDE, BUT ARE NOT LIMITED TO: 1)Repair or replace aircraft warning lights and fixtures 2)Repair or replace antenna, antenna mount, and RF cable damaged by natural causes. 3)Repair or replace lightning protection damaged by natural causes. 4)Repair or replace tower components damaged by natural causes. ANNUAL PREVENTIVE MAINTENANCE (PM) TO INCLUDE THE FOLLOWING: 1)CORROSION CONTROL -Remove corrosion, rust, or scale from tower assemblies and coat with proper compound, primer, or paint. 2)STRUCTURAL INTEGRITY -Check tower structure and repair/replace items needed for correction. 3)CABLING AND WIRING -Inspect and repair and secure any damaged cable assemblies to include RF cable or electric. -Perform corrosion control to cabling and treat with necessary grease, compound and/or tapes. -Replace damaged or corroded connectors as necessary. 4)ANTENNA -Replace damaged antennas as required. -Replace damaged antenna securing hardware. -Perform VSWR checks. 5)GROUNDING -Perform grounding and bonding test on towers and shelters. -Repair damaged grounding with proper CAD welds, bonding/treating compounds, and/or grounding hardware clamps, bugs, cable, ground rods). 6)LIGHTNING PROTECTION -Test and inspect polyphaser and lightning rod protection. Replace as necessary. 7)REMOVALS -Remove non-redundant equipment discovered to be not in use and no longer required 8)DOCUMENTATION -Provide DOIM COR/DOIM POC with documentation updates to include Grounding Certification, VSWR readings, location/height of antennas.
