Description
On or about 14 March 2014, USACE - Omaha District, intends to solicit and negotiate a project on a sole source basis under the authority of FAR 6.203-1 to Structural Preservation Systems, LLC. The project is for the installation of a proprietary system for the structural waterstop repair of the upstream concrete monolith joints between the generator units at the Big Bend Powerhouse. This requirement is being process under NAICS Code 237990 - Other Heavy and Civil Engineering Construction. The contractor shall provide construction management and installation services for drilling and installing new waterstops in the upstream monolith joints of the Big Bend Powerhouse. The contractor will coordinate with the waterstop system developer and provide concrete drilling, video inspection, and installation services to replace the existing failed waterstop joints with a new joint system to prevent water from flowing on or under the generator equipment floor. The Corps of Engineers has completed technical notes on repair methods for remedial waterstop repairs and determined that there are only two systems that can be used at Big Bend as viable options to replace and repair a leaking waterstop in an existing structure without draining the reservoir. The initial system installed in 2003 failed due to an inability to adapt to the expansion and contraction of the structure during temperature extremes. The present system, and the one proposed for sole source justification, has shown its ability to perform under these conditions over the past five years. The Government intends to negotiate a firm-fixed price contract on a sole source basis. Interested parties who feel they have this capability may identify their interest and capability in writing to the identified point of contact no later than 2:00 PM Central Time Zone on 7 March 2014. Your response must demonstrate your firm's capabilities and experience. These will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort with full and open competition, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to David Neal at david.w.neal@usace.army.mil.
