- SOURCES SOUGHT NO. W91247-14-R-0021 PROJECT TITLE Command Maintenance Evaluation and Training Support Services (COMET) in support of the United States Army Forces Command (FORSCOM) at Fort Bragg, NC. The Mission and Installation Contracting Command - Fort Bragg (MICC-FB) has a requirement from the United States Army Forces Command's (FORSCOM) to re-compete the current requirement to establish Command Maintenance Evaluation and Training (COMET) teams that serve Army Division and Corps organizations with logistics expertise and training to improve soldier forces with capabilities in support of the National Security and Defense. The FORSCOM's mission is to prepare conventional forces to provide a sustained flow of trained and ready land power to Combatant Commanders in defense of the Nation at home and abroad. This is not a Solicitation Announcement, is not a Request for Proposals, and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business firms relative to the North American Industry Classification Code (NAICS) 541614 Process, Physical Distribution, and Logistics Consulting Services, with a Small Business Size Standards are $14 Million. The Government will use responses to this sources sought synopsis to make an appropriate acquisition decision about soliciting this project as either a competitive Set-Aside or full and open competition as Unrestricted. Award of a single contract consisting of a one month phase-in, eleven month base period and two option years of service is anticipated. The incumbent contractor is Lockheed Martin Integrated Systems, Inc., Bethesda, MD. The current order number is W911SE-07-D-0039-1N02. PROJECT INFORMATION: The scope of work is identified in the attached draft Performance Work Statement. THE FOLLOWING INFORMATION IS REQUIRED: 1. Name of firm with address, phone, fax, e-mail address, and point of contact. 2. State if your firm is a Small Business Administration (SBA) certified 8(a), Small Disadvantaged Business, HUBZone, SDVOSB, or WOSB firms relative to the specified NAICS codes. 3. Responses to this sources sought synopsis shall provide the following information: a. Describe your firm's ability to meet the identified Mandatory Government Requirements as identified above and reflected in the PWS attached to this Sources Sought. b. Address any current and/or recent experience in support of the Federal Government providing the tasks prescribed by the PWS and demonstrate relevancy between the cited experience and the services required by the PWS. c. Indicate whether your firm intends to submit a proposal for this requirement. d. Identify how long of a phase-in will be necessary in order for your firm to be prepared to provide full services at start date. Responses must be received no later than 12:00 p.m. EST, on 14 March 2014. It is requested that interested concerns submit to the email address identified above, a brief capabilities statement package (not to exceed 2 pages in length, single spaced, 11 point font minimum). RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Please visit the FBO Website at www.fbo.gov for future contract opportunities. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to help the government make the acquisition decision, which is the intent of this sources sought announcement.
