Description
NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Request for Quotation (RFQ) is VA786-13-Q-0116. No other solicitation will be issued in response to this announcement. This announcement will serve as both synopsis and solicitation. Quotes in response to this combined synopsis/solicitation are due March 7, 2014 by 2:00PM MT and shall be emailed to Geraldine.Herrera@va.gov. Purchase order award will be made to the quoter/offeror whose quote is responsive, and offers the lowest overall aggregate price to perform the minimum quantities as specified in this announcement. This RFQ document incorporates provisions and clauses which are in effect through Federal Acquisition Circular FAC 2005-71. The associated North American Industrial Classification System (NAICS) code for this procurement is 326191 with a small business size standard of 500 employees. This requirement is set-aside 100% for Service Disabled Veteran Owned (SDVOSB) Small Business Concerns; and only qualified and eligible SDVOSB concerns may be considered for possible purchase order award. Delivery will be made seven (7) calendar days from receipt of purchase order award, and performance period is 6 months. The place of performance is the Fort Sam Houston National Cemetery located 1520 Harry Wurzbach Road, San Antonio, TX 78209. The contractor shall provide a Public Restroom Trailer with a man and woman side with a minimum of 2 stalls per use. CLIN 1 - 6 month rental of Handicap restroom with wash station that can be used by the public CLIN 2 - 6 month rental of Restroom Trailer with at least 2 stalls for women and 2 stalls for men with service on times (1x) a week, weekly inspection and restocking. Include delivery and setup. Restroom must be presentable for public use and include sinks with trash receptacles. Quoters must be registered in the System for Award Management (SAM) at https://www.sam.gov to be eligible to receive purchase order award. In addition, SDVOSB concerns must be registered and have an active account in www.vetbizregitery.gov to be eligible to receive an award. The selected Offeror must comply with the following commercial services terms and conditions, which incorporates by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items. Award will be based solely on price, and award will be made to the lowest priced, responsive, responsible quoter. The Government does not anticipate making multiple awards in response to this announcement.
