This Sources Sought does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this contemplated effort. This Sources Sought is for market research purposes only and shall not be considered as a request for proposal or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this Sources Sought or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any contractor's input resulting from this Sources Sought. Responses to this Sources Sought will not be returned. Development Ave. Boise, ID 83705 Primary Point of Contact: Michael McFarlane, Contracting Officer michaelmcfarlane@fs.fed.us 208-387-5695 Technical Point of Contact Norman Schweizer Norman.S.Schweizer@uscg.mil 202-236-1785 Description: The purpose of this announcement is to obtain market research regarding interested contractors who are capable of providing consulting services to support the implementation and or fielding of new US Forest Service C-130 and US Coast Guard C-27J assets into the US Coast Guard aviation systems. This will be accomplished by focusing on mission requirements, standardization, configuration management and control, and inventory management across agency programs of the US Forest Service and the US Coast Guard. The Government has a requirement to assist in the development and implementation of management plans and associated program and project documentation that will be utilized to execute efforts that will support the transition of C-130 and C-27J aircraft into the US Coast Contract aviation system. These support services will be used to assist the US Forest Service and the US Coast Guard in applying management and accountability measures to ensure that the agencies can verify that program objectives and requirements are met. Project management includes, but is not limited to initiating, planning, analyzing, executing and closing projects related to the integration of aviation assets into the US Coast Guard system. It is anticipated that a solicitation for these requirements will be issued shortly after potential sources have been identified and the appropriate socio-economic set-asides can be determined.
