CONTACT INFORMATION IS ALSO IN THE BODY OF THIS SOLICITATION. ************** This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for the purchase of an Advanced Fiber Placement (AFP) Robot System per the attached Statement of Work (SOW) and completion of the attached Past Performance Evaluation Form. This system will be purchased on a Base contract with the anticipation of two (2) options.Please include in your offer the pricing for the Base with 2 options. This procurement is Full and Open competition. All responsible sources may submit an offer which shall be considered by the agency. However, any award from this RFQ will require the potential vendor to be certified within the Online System for Award Management (SAM) prior to award. Delivery shall be FOB Destination to 35812. Offers for the items(s) described above are due by Tuesday, March 12, 2014 by 4:30pm CST to Sabrina Pearson at sabrina.m.pearson@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Vendors may submit offers using their company's standard form. Offerors shall provide the information required by FAR 52.212-1 (JUL 2013), Instructions to Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (SEPT 2013), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JAN 2014), Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items is applicable. FAR 52.217-5 (JUL 1990), Evaluation of Options. FAR 52.217-9 (MAR 2000), Option to Extend the Term of the Contract The FAR may be obtained via the Internet at URL: http://www.acquisition.gov/far/index.htm l The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/o ffice/procurement/regs/nfstoc.htm All contractual and technical questions must be in writing (e-mail) to Sabrina Pearson no later than March 6, 2014 by 12:00 pm CST. All questions with answers shall be posted on or before March 10, 2014 by 12 p.m. CST. Telephone questions will not be accepted. Selection and award will be made to the lowest priced, technically acceptable offeror, with acceptable past performance. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. Vendor shall submit one (1) reference for similar type contracts. Please see attached evaluation form to be completed and return within 48 hours.
