Description
Notice of Contracting Action (NOCA) Special Notice Number 14-042 SUBJECT: Military Satellite Communications (MILSATCOM) Analysis, Systems Integration and Engineering Services (MASIES) Contract FA8808-13-C-0009 This announcement constitutes a Notice of Contract Action (NOCA) by the Space and Missile Systems Center (SMC) Military Satellite Communications (MILSATCOM) Systems Directorate (MC), Contracting Office (SMC/PKJ), Los Angeles Air Force Base, CA. The Government intends to negotiate a sole source modification to LinQuest Corporation for additional Systems Engineering and Integration (SE&I) services under the MILSATCOM Analysis, Systems Integration and Engineering Services (MASIES) Contract FA8808-13-C-0009. The competed and awarded MASIES contract is SMC/MC's single small business contract for Enterprise Systems Engineering and Integration (SE&I) services. The additional services being acquired are to support the SMC/MC Protected SATCOM Division including the Advanced Extremely High Frequency (AEHF) Satellite program and several critical system level events. The addition of this new work to the MASIES contract is due to a schedule slip in the identification and approval of the requirements. The work scope includes: • On-site, independent evaluation and assessment of integration & test activities • Systems Engineering Processes and Products • Program Integration Planning & Execution • Program Schedule Management • Configuration Management, • Program Test & Evaluation • Systems Environmental, Safety and Occupational Health • Lead Developmental Test Organization Test & Evaluation • Systems Engineering Planning and Execution • Program Risk, Opportunity & Issue Management • System Engineering Training • Information Assurance/Systems Security Engineering, • Logistics & Sustainment Additionally, these SE&I activities include support to integration and testing, test design, assessment of integration and test activities, risk evaluation, and transition to operations. The SE&I requirements will also entail support to the planning, development, integration, coordination, and execution of critical AEHF program events such as Multiservice Operational Test and Evaluation, Program Element Officer Certification, and declaration of Initial Operational Capability. The authority permitting other than full and open competition is 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(A) "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice is for information purposes only; it does not constitute a Request for Proposal. The Government will not recognize any costs associated with submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability, not to exceed 10 pages in length (a page is defined as 8.5 inch x 11 inch sheet, using 12 point Time New Roman font, with 1 inch Top, Bottom, and Side borders.), which shall be submitted within 15 days by 5:00 pm (Pacific) from the date of this posting and considered by the agency. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within discretion of the Government.
