Description

Solicitation: VA69D-13-B-0479 Project TitleRenovate 4 West Project No. 676-323 Location:Tomah VA Medical Center, Tomah, WI Contractor shall completely prepare site for building operations, furnish labor, materials, work equipment and qualified supervision for Construct Recreation Therapy Building B455 GENERAL: A.This project will construct a new centrally located single-story building addition, consisting of an approximately 14,570 SF first floor and approximately 1,130 SF mechanical penthouse located on the second floor for a recreation therapy building. The building will provide therapeutic recreational activities such as: music therapy, arts & crafts, a multipurpose room, stage, game & activity area and a serving kitchen all located under one roof. SCOPE OF WORK: Contractor shall provide labor, material and equipment necessary to accomplish the following work, which is located adjacent to buildings 406 & 452, in accordance with project drawings and specifications. A.This project will construct approx. 14,570 SF of new space for recreation therapy department and 1,130 SF for mechanical space for a total of 15,700SF. B.This project will also include the installation of mechanical, electrical and plumbing systems as necessary to support the building and connect to the Medical Center electrical, geothermal, water, sewer and data systems. C.Site work will be required including asphalt paving, concrete work and landscaping. The project is to be completed within 365 calendar days after issuance of the Notice to Proceed. The solicitation, specifications and drawings will be posted on FedBizOpps. There will be a pre-construction conference held for this project and all prospective bidders are encouraged to attend. Details of the pre-construction conference will be included in the solicitation package. Pending the number of interested vendors, this solicitation is anticipated to be set-aside for Service-Disabled Veteran-Owned Small Business firms. The solicitation will be issued on or about 17 March 2014 with the bid opening on or about 17 April 2014. The bidder is responsible to monitor and download any amendments from FedBizOpps which may be issued to this solicitation. Pursuant to 38 USC 8127(d), competition is restricted to Service-Disabled Veteran-Owned Small Business construction firms. The project magnitude range is between $2,000,000.00and $5,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 236220; size standard $33.5 Million applies. In accordance with the class deviation to 804.1102 Vendor Information Pages (VIP) Database effective October 1, 2010, all SDVOSB firms must be verified by the Office of Small and Disadvantaged Business Utilization Center for Veterans Enterprise (CVE) prior to receiving an award under the program. If the successful bidder is not listed as verified in the VIP, the CO must contact the bidder and advise the bidder that it has 5 days to submit the verification documentation to CVE. CVE will process the documents and make a verification determination within 21 days of receipt of the documentation. In accordance with FAR 52.204-7, Required Central Contractor Registration, SDVOSB firms also must be registered in the Central Contractor Registration (CCR) via the Federal System for Award Management (SAM) to be eligible to receive an award (reference https://www.sam.gov.)
