Description
Invitation for Bid SOLICITATION IS POSTED WITH SPECS AND DRAWINGS FOR HSCG82-14-B-PMV029 Offerors are requested to review this solicitation for bid as soon as possible upon receipt. If an offeror has any questions regarding the solicitation which require an answer from the issuing office, these questions shall be submitted, in writing, referencing section and paragraph of solicitation, to Sandra.I.Thibodeau@uscg.mil The deadline for submitting Requests for Information (RFIs) and be guaranteed answers is March 13, 2014; any RFI's received after this date the Government cannot guarantee an answer. Bid Opening date is 2:00 pm on March 27, 2014. Please ensure all bids have "Sealed Bid" written on the outside of the envelope that is being mailed to the attention of Sandra Thibodeau, 15608 SW 117th Ave. Miami, FL 33177 _____________________________________________________________________________________ THIS IS A SYNOPSIS NOTICE TO SET ASIDE THIS PROJECT FOR HUBZONE SMALL BUSINESS CONCERNS. This is going to be a firm fixed priced construction project. The acquisition is for the demolition of the existing Cumberland Sound Lower Range Alfa Front Light and the construction of a replacement light structure including all appurtenances. This work includes a position survey and underwater dive cleanup and surveys. The estimated magnitude of this construction project is between $250,000.00 and $500,000.00. The applicable North American Industry Classification System (NAICS) for this acquisition is 237990 and the small business size standard is $33.5 Million. The estimated time for completion is 150 calendar days (180 w/options). Bid, payment, and performance bonds are required. All responsible sources eligible under the set-aside may submit a bid which shall be considered by this agency. The U.S. Coast Guard is setting aside this acquisition for HUBZone concerns. Contractors are reminded that notice of Total HUBZone Set-Aside does apply. Solicitation will be posted on or around March 6, 2014. IMPORTANT NOTICE: Offerors are required to be registered in System for Award Management database prior to award of a contract. Registration in the SAM database can be accomplished at the website https://www.sam.gov/portal/public/SAM#1. You are encouraged to register as soon as possible. At the present time, this acquisition is expected to be issued as a Small Business set-aside. However, in accordance with FAR 19.1303 and FAR 19.1403, if your firm is HUBZone certified, Service-Disabled Veteran-Owned Small Business (SDVOSB) or Woman Owned Business and intends to submit an offer on this acquisition, please respond by e-mail to Sandra.I.Thibodeau@uscg.mil or fax to 305-278-6696 with "Sources Sought for Solicitation Number HSCG82-14-B-PMV029" in the subject line. Please reference the above solicitation number in all correspondence pertaining to this project. Your response should include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) a statement identifying your certified small business designation; (c) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; and (d) provide evidence of bonding capability to the maximum magnitude of the project, to include both single and aggregate totals. Contractors are reminded that should this acquisition become a HUBZone or SDVOSB set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside or 52.219-27, Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside, will apply. Response is required by February 13, 2014. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone, Service-Disabled Veteran-Owned or Woman Owned Small Business set aside. A decision on how it will be set aside will be posted after February 13, 2014 at http://www.fbo.gov.
