Description
Fondriest Environmental, Inc. Repair and Upgrade 5 YSI 6600-M Multiparameter Sondes The United States Environmental Protection Agency (EPA), Cincinnati Procurement Operations Division (CPOD) intends to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1)-FAR Part 13.106-1(b)(1)(i) with Fondriest Environmental, Inc. to repair and upgrade five (5) YSI 6600-M Multiparameter Sondes. EPA has identified Fondriest Environmental, Inc. as the only contractor able to meet the requirements of this procurement. The nature of this acquistion requires a contractor that possesses the unique capabilities of completing repairs and modifications specific to YSI 6600-M Multiparameter sondes. YSI Incorporated is the sole manufacturer of 6600, but Fondriest Environmental is the only authorized distributor, located in (Fairborn) Ohio, that also covers Indiana, Michigan, Kentucky, West Virginia and Western Pennsylvania to sell, service and upgrade this specialized piece of equipment. These unique capabilities are essential for contract performance because sondes play a vital role in data collection for green infrastructure (GI). The Sustainable Technology Division (STD) is conducting research to provide ongoing assessment of water quality conditions and evaluate changes associated with the implementation of sustainable watershed management under the R7 RARE funding and SSWR4.1 A, 4.2. No other contractor has or can obtain these capabilities because a market survey revealed that no other company is authorized to make repairs or upgrades to this equipment. The contractor shall repair and upgrade five (5) YSI 6600-M Multiparameter sondes (serial numbers 05H1029AA; 02G0979AC; 02G0979AB; 02G0979AA; 03G0578AA) with disolved oxygen, turbidity and rhodamine sensor upgrades, bulkhead replacement and various other repairs including conductivity and temperature sensors. In addition, consumable items are also being purchased so minor repairs and maintenance can be conducted in the field when needed. (The value of the consumables is less than $500.) Any firm that is capable of meeting EPA's requirement as set forth above may submit a response; which, if received within fifteen (15) calendar days of the date of this announcement, will be reviewed for consideration. Responses to this posting must be submitted in writing via email only. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Government. Any responses or comments should be directed via email to Kimberly Loesch at loesch.kimberly@epa.gov. One or more of the items under this acquisition is subject to Free Trade Agreements. EPA anticipates that award will be made by March 31, 2014.
