- Amendment to SOW 1. Requirements: a. The contractor shall provide the necessary tools, equipment, instruments, and materials to perform engineering inspections and evaluations with written recommendations, findings, and/or quality control for work performed either by contractors or Government employees, on structures and equipment associated with floating plant, marine, lock, and hydropower applications. In most cases, work is to be provided in the field, which is generally at the Soo Area Office in Sault Sainte Marie, Michigan, 49783, however calls may be required at other U.S. Army Corps of Engineers locations throughout the Detroit, Buffalo and Chicago Districts. The contractor must also have experience with inspection and evaluation of barge and derrick hulls. Floating plant and marine equipment includes, but is not limited to, derricks, cranes, barges, tug boats, stiff-leg derricks, a lock gate-lifter derrick, equipment and components used in hydropower generation plants, steam generation plants and associated equipment and steam lines. Engineers providing the services must be trained and hold the following minimum certifications:i. Professional Engineers (PE) Registration. ii. Accredited Marine Surveyor to OSHA 29 CFR Part 1919 for shore based material handling devices, floating cranes and derricks power. iii. Certified by National Association of Corrosion Engineers (NACE) International for corrosion control design. 2. PROJECT DESCRIPTION AND INFORMATION a. Normal working hours for the field engineer will be 0700 to 1730 Monday through Friday. Work may be required outside of these work hours in emergency situations. The contractor must be capable of providing service 24 hours per day, 7 days a week. b. A written report for each service shall be completed in electronic format. Reports are to be submitted to the St. Marys River Section Chief, and/or other Government Designated Authority (GDA) and shall contain items such as, but not limited to, findings, recommendations, reference materials, photographs, repair procedures, and risk analysis. c. Examples of work to be completed under this BPA includes, but is not limited to, the following: i. Annual crane inspections for fixed and floating stiff leg derricks, lattice boom, hydraulic boom, and gantry cranes. ii. Five year hull inspections on floating plant, which includes derrick barges, crane barges, tug boats, scows, deck barges, and dump scows. iii. Bulkhead and gate valve inspections and evaluations. iv. Mechanical components associated with hydro power generation. v. Navigation lock mechanical component inspections and evaluations. vi. Design and specification of corrosion control coatings for marine applications. vii. In situ concrete inspection and evaluation. viii. Engineering and design work for repair or refurbishment to the aforementioned items.
