- The 375 th Contracting Squadron will be soliciting a 100% small business set-aside with an 8(a) reserve competitive Multiple Award Construction Contract (MACC) Program to provide Indefinite Delivery/Indefinite Quantity (IDIQ) Construction task orders at Scott AFB IL. Individual task order projects will consist of general construction trade categories and execute a broad range of maintenance, repair, minor and/or new construction. The maximum program value (combined value of all task orders from all awarded contracts) is not to exceed $60M over a five-year period. Each contract award will contain a basic 12-month period and four 12-month option periods. Project task orders may range between an estimated $2,000 - $5,000,000. The anticipated performance period is 3 July 2014 through 2 July 2015, plus four (4) one (1)-year option periods. The MACC Program is for execution of a broad range of maintenance, repair, renovation and minor construction and may include design. Work to be performed under the MACC will be within the North American Industry Classification System (NAICS) codes as follows: Sector 23 - Construction, Subsection 236 - Construction of Buildings - size standard $33.5 Million; Contractors will be expected to accomplish a wide variety of individual construction tasks, including design/build (ranging from 35% up to 100% level of effort), renovation, additions/upgrades and new construction. Description of the work will be identified in each individual task order. The government may award up to nine (9) contracts comprised of up to 5 small businesses and at least four 8(a) contractors. The government will evaluate offers and select the awardees using Performance Price Trade-Off (PPT) best value source selection procedures. The solicitation will include a sample seed project, Scott AFB IL. The seed magnitude of construction is between $250,000 and $500,000. The solicitation is expected to be issued on or around 17 March 2014. The closing date and time for submission of offers will be contained in the solicitation package. The entire solicitation, including the sample seed project's specifications and drawings, will be available in electronic format only on the Federal Business Opportunities Web Site at https://www.fbo.gov. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://www.fbo.gov in order to receive notification and/or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov.
