- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on March 7, 2014: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $18 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value in which you performed ( as the prime contractor ) excavation, superpave pavement, MSE wall, rolled erosion control, concrete barrier, and topsoil. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: AZ FLAP 249(1), Three Forks Road Project Details: The project will improve approximately 17 miles of FH 249 in the Apache-Sitgreaves National Forest within the jurisdiction of Apache County Arizona. The scope of this project includes paving over existing graded surface; minor widening to accommodate the pavement in limited areas; guardrail, drainage work, signing, striping and minor wall construction. The intent of the project is to bring a gravel roadway up to a higher standard for all weather availability via a paved surface from beginning to end. The route will make this are of the forest fully compatible with the other roadways and roadway improvements in the forest on either end. The project improvements start at the intersection of Arizona State Road 273 and proceeds easterly for approximately 17 miles to US 191 about 2 miles north of the town of Alpine, Arizona. SIGNIFICANT QUANTITIES: Schedule A - Major Items Excavation (28,500 cubic yards) Superpave Pavement (51,100 tons) Earthwork Waste (13,000 cubic yards) MSE Wall (5,900 square yards) Rolled Erosion Control (22,700 square yards) Concrete Barrier (1,550 linear feet) Topsoil (12,000 cubic yards) IMPORTANT REQUIREMENT: The project will span two construction seasons. The route is currently closed during the winter season except about a 3 mile stretch on the east end that provides access to a winter tubing hill. Access to the sites through the winter months is limited and a full closure (winter shutdown) is anticipated from November, 2014 to March, 2015. It is anticipated that this project will be advertised in March, 2014 with a Notice to Proceed issued in May, 2014. It is anticipated that construction will begin in May, 2014 and be completed in June 2015. The contracting range for this project is between $12 million and $18 million.
