Description
SOURCES SOUGHT NOTICE - THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. This notice is for planning purposes only. The U.S. Army Corps of Engineers (USACE) will not be responsible for any costs incurred by interested parties responding to this notice. This notice is for the purpose of soliciting contractors interested in submitting a proposal for the Two-Phase Design-Build Intelligence and Military Security School, Taji Air Base, Baghdad, Iraq. The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) intends on awarding a Firm-Fixed-Price (FFP) Design-Build contract that will work on the design, construction and renovation of the Intelligence and Military Security School (IMSS) at Taji Air Base, Baghdad, Iraq. The project includes student & cadre barracks, site utilities (water, electrical, communications, sanitary) roads and site improvements, expansion of existing dining facility, warehouse building, refrigerated food containers, sunshades for refrigerated food containers and sunshades for existing food storage. Interested Offerors should also be prepared to provide adequate security to protect personnel, property and work-site. For Phase 1 of the Two-Phase Design-Build selection procedure, offerors will be required to submit Experience (Factor 1) and Technical Approach (Factor 2) information on relevant projects to be described in the RFP. Price proposals are not to be submitted under Phase 1. Only the top five (5) proposals will be selected to proceed to Phase 2 of the evaluation process. For Phase 2 of the Two-Phase Design-Build selection procedure, offerors will be required to submit their Key Personnel (Factor 1) and Past Performance (Factor 2). The magnitude of construction for this acquisition is between $5,000,000.00 and $10,000,000.00 with an anticipated period of performance of 480 calendar days after issuance of the Notice to Proceed. This will automatically place you on the Bidders List for subject solicitation. Once you have completed the Sources Sought Information return to the Home page and click on quote mark Sign Up for Email Alerts quote mark. This function allows you to receive automatic emails alerts when any new solicitation actions occur. Automated Capabilities Statement entries must be completed prior to the release of the solicitation due to the fact that solicitation password information is only sent to those who have completed the on-line Capabilities Statement. Your submission should address all questions in the capability statement and your ability to perform the work stated in the project information section of this notice. In the comments sections, please provide a statement of your firm's ability to execute projects in Baghdad, Iraq. Please be advised that in order to be eligible for contract award with USACE, your company must be registered in the System for Award Management (SAM). The System for Award Management (SAM) replaced Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS) in July 2012. SAM combined the capabilities and data of these systems together, streamlining processes and simplifying access to information. Please ensure your company is registered in this system by going to https://sam.gov. Please submit your responses no later than 07 March 2014. No hard copy, e-mail or facsimile submissions will be accepted.
