- US Army Corps of Engineers (USACE), Walla Walla District is seeking small business sources for a construction project titled: Lower Granite AUD-5 Valve Replacement. The work is located at Lower Granite Lock and Dam, in Garfield County, Washington. This will be a firm-fixed-price construction contract. Construction magnitude is estimated to be between $100,000 and $250,000. 100 percent payment protection (payment bond or irrevocable letter of credit) will be required. The North American Industry Classification System (NAICS) code for this project is 237110, Water and Sewer Line and Related Structures Construction, and the associated small business size standard is $33,500,000. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting the following information (items one though five) will be used in determining whether to set aside this requirement. 1)Statement or list of current and/or past technical experience similar to or the same as the summary of scope of work. Include a brief description of each project scope; your firm's role in the project; project schedule, including completion date (or projected completion date); and dollar value. Include a list of projects with descriptions that are similar in nature to the Summary of Scope of Work. 2)Reference list for each of the projects submitted in 1) above. Include the point of contact, title, phone number and email address. 3)Statement of your firm's bonding capacity. 4)Statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), women-owned). 5)Cage Code and DUNS number. Your response to this notice must be received on or before 2:00 PM local time on 13 March 2014. Submit this information to Caroline Mueller, Contract Specialist, via email to Caroline.B.Mueller@usace.army.mil. Summary of Scope of Work: Work consists of replacing AUD-5 valve, a 10 inch non rising stem gate valve on the discharge of the unwatering header for the fish pumps located inside the powerhouse unwatering sump. Work includes core drilling and installing a new 30 inch access hatch in the ceiling of the unwatering sump in line with the valve. The Government will furnish the new 10 inch gate valve. Background: AUD-5 Valve is a secondary valve in the unwatering header for the fish pumps at Lower Granite Dam. Each fish pump has a primary valve prior to entering the common header. AUD-5 is located on the end of the header as it enters the unwatering sump, approximately halfway between the top and bottom of the sump. Currently, the valve is stuck partially open. Existing access to the sump is through a 30 inch diameter access hatch through 36 inches of concrete. The location of the man hole relative to the valve does not allow for direct access to the valve. New Access Hatch: Core drill 30 inch diameter hole through 36 inch concrete slab on top of the unwatering sump with a 36 inch diameter countersink 4 inches deep. Install new access hatch. Provide all manpower tools and equipment, including hoists, rigging, fall protection and core drilling equipment. Replace AUD-5 Valve: Replace existing 10 inch gate valve with new Government furnished valve. Provide all manpower tools and equipment, including hoists, rigging, fall protection and personnel access equipment. Replace AUD-6 Valve (Optional Item): Replace existing 8 inch butterfly valve with new government furnished valve. Valve can be accessed through existing 30 inch diameter manhole in unwatering sump. Provide all manpower tools and equipment, including hoists, rigging, fall protection and personnel access equipment. Location of Work: The work is located below tailrace level in the station service bay of the Powerhouse on the south side of Lower Granite Dam, Garfield County, Washington State. Confined Space Entry: The unwatering sump is a permit required confined space. The Contractor will be required to submit its confined space entry procedure for entry into the sump. The Contractor will be required to have rescue personnel and equipment on hand during entry into the sump. Fall Protection: The Contractor will be required to submit a fall protection plan for this work prepared by a Qualified Person in fall protection.
