- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This annoucement constitutes the only solicitation;proposals are being requested and a written solicitation will not be issued. (ii) Solicitation No. AG-32SD-S-14-0007 is issued as an RFP (Request for Quotation.) (iii) The solicitation document and incorporated porivions and cluases are those in effect through Federal Acquisition Circular 2005-72. (iv) This porcurement is 100% set-aside for small business; the NAICS code is 115115. $14.0M is the small business size standard. (v) Line Item No. 001. Base Year. Provide farm labor services for approximately 17,600 hours (2,200 days x 8 hours/day) per year, at an hourly rate of $_______. Line Item No. 002 is for Option Year One, at the hourly rate of $_______. Line Item No. 003 is for Option Year Two, at the hourly rate of $_______. (iv) The work includes the following: Orchard work - Field 22, 5 acres. Approximately 1,000 trees, variety of stone fruit: peaches, nectarines, plums, 5 acres. trees of various ages and spacing, as follows: pruning Dec - Jan; thinning, April; handweeding, June - August. Vineyard work: Field 11, 4.4 acres; Field 12, 6.0 acres; Field 13, 5.1 aqcres; Field 21, 2.3 acres; Field 31, 5.0 acres; 23 acres altogether, such as prining, Dec - Feb, 2 workers, 45 days; tying, Feb - mid-March, 2 workers, 15 days; install vine trellis, Feb - April, 2 workers, 20 days; plant seedlings, April, 4 workers, 10 days; rooting grapes, digs holes and plans, April, 2 workers, 15 days; install irrgation hoses, April - June, 1 worker, 20 days; weeding, year-round, March - Oct, 3 workers, occasionally; emasculate and polinate grapes, April 20 - March 5, 10 workers, 9 days; train seedling vines, May - July, 2 workers, 20 days; positiion shoots and canes, April - May, 2 workers, 10 days; tipping, thinning, girdling, May - Jun, 4 wokers, 20 days; attach 1D labels on vine stake, May - June, 2 workers, 5 days; harvest table grapes, July - Oct, 3 workers, 30 days; clean harvested table grapes, July - October, 3 workers, 30 days; harvest raisin grapes, Aug 15 - Oct 10, 2 workers, 10 days; install and maintain bird-scaring devices, April - Nov, 1 worker, 10 days; miscellaneous work, year-round, 2 workers, 10 days; additional work: primariiliy seed planting, year-round, 4 workers. In total, approximately 10 woekrs are anticipated at any one time. The Government provides tools and implements for the laborers, except for ladders which shall be provided by the Contractor. Parking is available. Contractor shall provide 2 portable bathrooms, shade and water; shall provide safety training; shall pay workers on a weekly basis; shall distribute paycheckes directly to the farm laborer without Government acting as intermediary. Task orders will be issued, and modified for additional hours, as needed. Minimum task order quantity is 100 hours; maimum task order quantity is 8,500 hours. Anticipately yearly quantity is 17,600 hours. Minimum guaranteed quanitty is 2% of anticipate yearly quantity (352 hours). Maximum yearly quantity is 20,000 hours. (vii) The work will begin upon award and continue for 1 year, for the BASE YEAR. The location is USDA, Agricultural Researhc Service, San Joaquin Valley Agricultural Science Center, 9611 S Riverbend Avenue, Parlier, CA (viii) The provision at 52.212-1, Instructions to Offerors--Commercial Items applies to this acquisition. The specific evaluation criteria other than price, are experience and past performance (references). Within the experience crieteria, preference is given for intention to hire the current farm laborers, thereby reducing the training hours required. Provide a short narrative addressing the above evaluation criteria. (x) Includes a complete copy of the provision at 52.212-3, Offeror Representations and Certification--Commercial Items, with your offer. (xi) The clause at 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquistiion.
