- The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC), on behalf of Defense Health Headquarters (DHHQ), has developed this Request for Information (RFI) to solicit market research information from industry to assist the Government with the analysis of a Government requirement and provide commercial insight on performance-based solutions, best practices, possible contractual arrangements, and potential issues. THIS IS A REQUEST FOR INFORMATION ONLY. This is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication that CHCC will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. If a solicitation is issued, it will be announced on the Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government's acquisition approach on a future Solicitation. The Government's requirement is to obtain non-personal services contract to provide program management support for the Integrated Disability Evaluation System (IDES) at the Defense Health Headquarters (DHHQ), 7700 Arlington Boulevard, Falls Church, Virginia 22042 and the Hipolito F. Garcia Federal Building, 615 E. Houston St., San Antonio, Texas 78205. This contract will assist the U.S. Army Medical Command (MEDCOM) IDES Service Line (SL) in its strategic, operational and tactical analysis, planning, programming, and implementation of the immediate, interim and long term solutions associated with the Soldier Medical Readiness Campaign Plan (SMR-CP). This contract will also support the Medical Evaluation Board Tracking Office (MEBTO) with the same services as above to support the execution of the Medically Not Ready Line of Effort (LOE). These services are to be performed by the labor categories listed in Section 4 and 5 of the PWS. The Government will not exercise any supervision or control over the Contract Service Providers (CSPs) performing the services herein. Such CSPs shall be accountable solely to the Contractor who, in turn, is responsible to the Government. When a solicitation is issued, offerors will have the opportunity to propose burdened labor rates for each location. It is anticipated that any resultant contract that might result from this survey would have a period of performance of a one-year base period and 4 one-year options. The North American Industrial Classification System (NAICS) code is 541611, Administrative Management and General Management Consulting Services, and small business size standard of $14M. The Government desires that respondents offer their experience and recommendations on the following questions and issues related to the Army MEDCOM Integrated Disability Evaluation System requirements. We recommend that you first review the quote mark draft quote mark PWS so that you may have a better insight on the questions below. 1. Regarding the pricing method, are fixed price burdened labor rates by labor category with extended monthly firm fixed prices by labor category acceptable for this type of requirement? If not, please explain. 2. Is 30 days a sufficient amount of time to prepare a proposal given the scenario of a full trade-off best value source selection requiring a technical, price and past performance volume? If not, how much time is needed? 3. Is one month sufficient time to complete transition efforts in order to begin full performance by the contract start date? Transition is pre-contract efforts such as recruitment and hiring; training; security requirements, obtaining Common Access Cards (CACs); developing policies and procedures; and inventory changeover of Government furnished equipment. If one month is not enough time, please provide an alternate timeframe. 4. Does your company have standard commercial rates for these similar services for private industry or commercial type contracts? If so, please explain. If not, are you aware of other companies that have commercial rates for these types of services? If so, please explain. 5. Do you have a catalog or other published product literature including pricing for these or similar services? If so, please provide this information. 6. Do you have a GSA schedule that covers these labor categories at the two locations? 7. Are any of the labor categories difficult to recruit and retain? If so, please explain. 8. Are the required performance measures in the Performance Requirements Summary (Exhibit A to PWS) achievable? If not, please be specific on which areas would not be and state the reasons why and provide recommendations. 9. Do you have past performance for similar IDES Support Services of similar magnitude? If so, please provide the following information on no more than 3 contracts: (1) Customer name (2) Contract number (3) Brief Service Description (4) Type of Labor Categories (5) Place of performance (6) Start date/Completion date (7) Total Contract Value 10. For NAICS 541611, Administrative Management and General Management Consulting Services, small business size standard of $14M, is your company considered a small business? If your company is a small business, do you fall under any small business subcategory (SDB, SDVOSB, Hub Zoned, 8a, etc)? If you are an 8a eligible company, please provide current status regarding your scheduled graduation date from the 8a program under this NAICS code. 11. What types of internal Quality Control (QC) performance assessment methods are commonly used by your company for these types of services (see requirement in PWS para 1.5.)? 12. Please reference the applicable PWS paragraph numbers with each comment. Request for Capability Statement: Respondents to this RFI are requested to submit a capability statement to describe their interest, ability and capability to perform these IDES support services described in the PWS enclosed with this notice. Responses should contain your Company Name, Address, Point of Contact, Phone Number, E-Mail Address, CAGE Code, Size of Business pursuant to NAICS code 541611 (size standard $14,000,000). Please submit all responses through e-mail to both points of contact identified below. Responses to Questions and Capability Statement should be formatted as either MS Word (.doc) or Adobe Portable Document Format (.pdf) and should be limited to a maximum of five (5) pages (excluding price lists or catalogs). Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical, however it is preferred that respondents do not provide proprietary or otherwise restricted responses.
