Description
This is a SOURCES SOUGHT NOTICE published for market research purposes. This is not an announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up requests. The U.S. Environmental Protection Agency (EPA) Region 5, Chicago, IL is conducting a sources sought, for informational purposes only, to determine the availability of small disadvantaged businesses, 8(a) small businesses, woman-owned small businesses, HUBZone small businesses and service disabled veteran owned small businesses capable of meeting the requirements of the attached draft statement of work (SOW). EPA Region 5 intends to award three (3) small business contracts, with the possibility of setting aside one contract based on the results of this sources sought. This requirement is for the follow-on Emergency and Rapid Response Services (ERRS) contract in Region 5. Region 5 consists of the following states: Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. North American Industry Classification System (NAICS) Code 562910, Environmental Remediation Services, with a Small Business Size Standard of 500 employees is applicable to this notice. The purpose of the ERRS contract is to conduct emergency responses, time-critical and non time-critical removals and remedial actions with respect to the release or threat of release of oil, hazardous and toxic wastes, petroleum products, hazardous substances, or pollutants, contaminants or fire or explosion hazards, that pose an actual or potential threat to human health or welfare, or the environment. This effort will also include the cleanup for incidents involving weapons of mass destruction, acts of terrorism, and nuclear, biological and chemical incidents. A narrative statement is required regarding the qualifications/capabilities of how the draft SOW work will be accomplished and contractor response times addressed. The narrative statement shall not exceed a total of ten pages, single spaced, using 10 point font. Responses must include the following information: 1. Name of business with contact information (address, telephone, e-mail, and website). 2. Business size/classification to include socioeconomic designations. 3. Financial Assurance Capabilities (bonding level(s); single and aggregate bonding capacity expressed in dollars). 4. Past Performance/experience on projects of similar scope and magnitude and demonstrated experience performing multiple projects simultaneously. Describe no more than two (2) emergency response projects and three (3) time critical projects that have been completed within the past three years. Each project description shall be limited to two (2) pages in length (not part of the 10 page narrative statement). Information should include project title, location, dollar value of the contract, agency for which the work was performed with reference contact information, and a general description of work performed by the firm submitting information to demonstrate relevance to the draft SOW. Past performance experience should be clearly identified for all partners. 5. If proposing a team arrangement, describe evidence of previous successful arrangements relevant to the draft SOW. Responses should be submitted via e-mail to Darlene McGary, Contracting Officer, at mcgary.darlene@epa.gov. Capabilities statements are due no later than Thursday, March 20, 2014, 5:00pm Central Standard Time.
