Description
Statement of work SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written (formal) solicitation will not be issued. This solicitation is issued as a Request for Quote, solicitation number FA7000-14-T-0023 in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-72 effective 30 Jan 2014. The North American Industry Classification System Code [NAICS] is 811219 and the size standard is $19 million. This is unrestricted and all responsible sources may submit a quote, which if received timely, will be considered by the 10th Contracting Squadron, USAF Academy (USAFA). The NAICS code for this acquisition is 811219 and the associated small business size standard is: $19,000,000 size standard. Closing Date: Quotes must be received not later than 4:00pm, mountain time on March 19, 2014. Delivery Schedule: 90 days After Receipt of Purchase Order (ARO) Delivery Destination: USAFA 80840-2315 See attached document titled: "Perforamnce Work Statement" for specifications. FOB: Destination (As defined in FAR 2.101-Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss.) INSPECTION AND ACCEPTANCE: Both inspection and acceptance will be by the Government at Destination. (b) The use in this solicitation of any Defense Federal Acquisition Regulation Supplement (DFARS) (48 CFR Chapter 2) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation. FAR 52.212-1, Instructions to Offerors-Commercial Items is incorporated into this synopsitation. Paragraph (c) Period for acceptance of offers is revised to change the period for acceptance of offers from 30 calendar days from the date specified for receipt of offers to 60 calendar days. FAR 52.212-2, Evaluation-Commercial Items is incorporated into this synopsitation. The fill-in for paragraph (a) is completed as follows: The evaluation factors are Technical (whether the product offered satisfies the minimum requirements in the specifications) and Price. Technical is approximately equal to price. DFARS 252.232-7010, Levies on Contract Payments 5352.201-9101 OMBUDSMAN (Jun 2010) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
