- The Naval Surface Warfare Center, Port Hueneme Division (PHD NSWC) Port Hueneme, Ca. intends to issue a contract with firm fixed priced order to purchase P/N 451-48011, 30 ea BVME310 - 3U VME 6800CPU Modules Operating at 10 MHz, with 512 Bytes EPROM and 512Kbytes SRAM. Required delivery will be in 12 weeks. The North American Industry Classification System (NAICS) for this procurement is 334418 with a Size Standard of 500 employees. The contractor is Bill West Incorporated, Monroe Ct. As the sole manufacturer of the 3U VME 6800CPU Cards. Bill West Incorporated owns and maintains the proprietary data drawings packages, production capability, and system design expertise. They are the Original Equipment Manufacturers "OEM" and they hold the patent. This unique CPU Cards are manufactured by only one source, BVM Limited. These specific components are currently installed in the Multi-Standard Missile Echo Unit (MSMEU). The MSMEU is part of the overall MK 41 Vertical Launching System (VLS). The MK 41 VLS can't operate to its original specifications without the MSMEU. This CPU Card is required for the MSMEU to communicate with the VLS. The missile will not be able to launch without the capabilities of the MSMEU. These components are vital to the overall operations of the VLS. The anticipated issuance date for this order is on, or around 17 March 2013. Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within Thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quotation which shall be considered by the agency.
