Description
INTRODUCTION: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced, and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. Statement of Objective (SOO) (a). SCOPE: The Dept. of Veterans Affairs, Kansas City VA Medical Center, 901 Locust St. Kansas City MO 64104, has a requirement to contract for non-reserved commercial parking spaces for patients, guests and staff. (b). BACKGROUND: The Dept. of Veterans Affairs, Kansas City VA Medical Center, is opening a satellite office located at 901 Locust St. Kansas City MO 64104. The Government Services Administration (GSA) has certified that they do not have parking spaces available in the area of the office and has authorized the facility to contract for the required parking space services. The Medical Center therefore desires to enter into a services contract for the furnishing of non-reserved parking spaces to provide parking for patients, guests and staff. (c). OVERALL OBJECTIVE: The contractor is to furnish non-reserved commercial parking spaces for use by non-specified patients and guest and specified staff. The contract will be for a base period of one (1) year with four (4) one (1) year option periods. (d). CONTRACT OBJECTIVE: (1). Parking spaces will be required daily, Monday through Friday, during the work hours of 6:00am through 8:00pm. Weekend and federal holiday access may be required. (2). Parking spaces can be located in an open parking lot or in a parking garage or a combination of the two. (3). All parking spaces should be located within a three (3) block radius of 901 Locust St., Kansas City MO. The boundaries would be approximately 6th St. to the North, Charlotte St. to the East, Grand to the West, and 13th St. on the South. (4). approximately eighty (80) parking spaces will be required. (A). Approximately 10 parking spaces will be required for use by non-government individuals (patients and guests). The contractor should have an entry/exit and payment process that allows entry to the lot for non-specified individuals and accepts a validation issued by the Medical Center for exit at no cost to the individual. (B). Approximately 70 parking spaces will be required for use by authorized and identified government employees, non-VA care staff and Consolidated Patient Account Center (CPAC) staff. The contractor should have an entry/exit and payment process that allows entry and exit of the lot for specified individuals at no cost to the individual. (5). FEDERAL HOLIDAYS OBSERVED BY THE VA: New Year's DayLabor Day Martin Luther King DayColumbus Day President's DayVeteran's Day Memorial DayThanksgiving Day Independence DayChristmas Day and any other day specifically designated by the President of the United States. (6) Payment. Payment for all parking spaces will be invoiced at the contracted amount monthly in arrears. (e). CONSTRAINTS: None noted (f). Submittal Information: (1). Interested contractors who are responsible and capable of performing this type of work are strongly encouraged to respond by the date specified. At this time, no acquisition strategy has been decided. (2). Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of no more than 15 pages in length, single-spaced, with a 12-point font minimum. The Government will not review any other data or attachments that are in excess of the 15 pages. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. (g). Interested parties shall furnish the following information: (1). Company name and address. (2). Company point of contact name, telephone number, and email address. (3). Company business size and status (i.e. Large Business, Small Business, Service Disabled Veteran Owned Small business, Woman Owned Small Business, etc.), the number of years in business, and affiliate information. (4). If the company holds a Federal Supply Schedule (FSS) Contract list the GSA Contract Number and relevant SINS. (5). Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities, qualifications, and skills the company possesses to perform services described in the scope of the work. It is requested that the above information be provided no later than 4:00 p.m. ET Wednesday, March 12, 2014. Responses should be emailed to larry.buell@va.gov. All email correspondence for this project must reference the RFI Number and Project Title in the subject line of the email: VA258-14-I-0647, Kansas City Satellite Office Parking.
