Description
Non-Temporary Storage (NTS) Request for Information (RFI) The United States Transportation Command (USTRANSCOM) is conducting a market research survey in order to effectively identify the capabilities of small businesses, existing entrants, and new entrants into Federal contracting, available in the market place for meeting the requirements of Non-temporary Storage (NTS). The information being requested will be used within the Department of Defense (DOD) to facilitate decision making and will not be disclosed outside the agency. This is a Request for Information (RFI) only and does not constitute a request for a proposal nor commit the Government to make purchase of any supplies or services now or in the future. The information sought and provided will be used for planning purposes only (FAR 52.215-3). In addition, all documentation or information marked proprietary will be handled in accordance with applicable Government regulations. Please be advised that all submissions become property of the Government and will not be returned. I. BACKGROUND INFORMATION USTRANSCOM is seeking information to determine the availability and technical capability of the business community to provide comprehensive, long-term storage services to military and civilian personnel of the U.S. Department of Defense (DOD), specifically for Household Goods (HHG) and/or Unaccompanied Baggage (UB) belonging to deployed personnel shipped inbound to the East and West coast of the United States from overseas. The overall scope of this program is to provide DOD approved storage facilities, operating authority, permits and licenses, labor services, materials, supervision, management, personnel, office space and file storage, mandatory insurance, equipment and all other services required to receive, handle-in, store, and handle-out HHG and/or UB. Specifically, the Government anticipates the need for contractor-operated facilities for receipt, storage, and release of HHG arriving from overseas on the East and West coast of the United States. The Government anticipates receipt of approximately 9M (9,000,000) lbs of crated-HHG and UB annually and release of approximately 3M-9M lbs of HHG/UB annually with approximately 12M - 15M lbs in storage continuously on both the East and West coast. The successful contractor would be responsible for compiling advance documentation related to receipt and release of HHG/UB, monitoring storage entitlement, providing entitlement/shipment notifications to military/DOD personnel, fumigation of stored HHG/UB (as needed), coordinating release and delivery dates with military/DOD personnel, coordinating receipt of HHG/UB with Transportation Service Providers (TSPs), coordinating release (including arranging shipment) of HHG/UB with TSPs, traffic management functions, maintenance and repair of damaged crates, long-term storage of crates in contractor-provided facilities, inspecting received HHG/UB for damage, and settling claims for damage occurring in the contractor's custody with military/DOD personnel and/or military claims offices. Because HHG/UB shipments are received primarily through the ports of Norfolk, VA (East coast) and Oakland, CA (West coast), the Government anticipates a requirement for storage facilities to be located within 50 miles of each respective port.
