- SOL-167-14-000015: EMPOWER - Kosovo Credit Facility Request for Proposals The purpose of the EMPOWER - Kosovo Credit Support Facility (KCSF) is, as a non-banking financial institution, to initially provide partial loan guarantees to banks that lend in targeted sectors such as to small and medium-sized enterprises (SMEs). The United States Government, represented by the United States Agency for International Development (USAID) Mission to Kosovo, is seeking proposals to provide the services described in the subject Request for Proposal (RFP). The place of performance is Kosovo. This procurement will be conducted under full and open competition, pursuant to Part 15 of the Federal Acquisition Regulation (FAR) (48 CFR Chapter 1). All types of organizations are eligible to compete. If your organization decides to submit a proposal in response to this solicitation, it must be submitted in accordance with Section L of this RFP. USAID/Kosovo anticipates awarding one (1) cost reimbursement plus fixed-fee completion-type contract as a result of this solicitation, covering an estimated period of three (3) years. The estimated cost range for this contract is US$4,500,000- $5,500,000, subject to the availability of funds. Revealing the total available funding amount for the proposed contract does not mean that Offerors should necessarily strive to meet the maximum amount. Offerors must propose costs that are realistic and reasonable for the scope of work. Cost proposals will be evaluated as part of a best value determination for contract award, including cost effective approaches to achieving the results. To the maximum extent possible, USAID encourages participation in this activity by local Kosovar organizations, small businesses, veteran-owned small businesses, service-disabled veteran small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses as either the prime contractor or as subcontractors.
