Description
This is a Sources Sought/Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the government in any contract award. The U.S. Army Corps of Engineers, Savannah District, is conducting preliminary research to determine the market capabilities of potential contractors to perform maintenance dredging in the Savannah, GA and Brunswick, GA Inner Harbors. The planned maintenance dredging includes approximately 3 to 6 million cubic yards of maintenance material from Savannah Inner Harbor from Station 0+000 to 112+500 and 5 to 6 hundred thousand cubic yards of maintenance material from Brunswick Inner harbor. Dredged material shall be placed on adjacent confined upland containment areas in Savannah Harbor and on Andrews Island in Brunswick Harbor. The dredge must have the capability to dredged to a depth of -60 ft. mean low low water (MLLW) and pump the material a total distance of approximately 50,000 linear feet and then up an approximate 40 ft dike embankment relative to (MLLW) with another 4,000 linear feet to the disposal area head section located within the confined upland disposal area. A segment of harbor dredging will include pumping hard packed sand approximately 30,000 linear feet and then up an approximate 30 ft relative to (MLLW) dike embankment. Sufficient pipe must be available for the required pumping distance and booster pumps will be allowed. Quality Control System (QCS) will be required. An equipment list and capability of each piece of equipment to be used in the work is required. Equipment specified must be capable of performing the work required. Examples of capability include depth to which the dredge can reach and length of pipeline to which a dredge can pump. The dredge and attendant plant must be capable and available to conduct dredging within the time limits set at the Notice to Proceed date. Dredging will take place in harbors with diurnal tidal cycles. Maximum tides in non-storm conditions may reach 10 ft. Average flows to be expected are about 1.5 to 3 ft./sec. with maximum flows of about 4 ft./sec. All interested firms with 237990 as an approved NAICS code have until 18 March 2014/ 02:00 pm (Local time) to submit the following information: - Name & Address of your Firm - Point of Contact (name/phone/email) - Business Size, Large Business, Small Business to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and large business. - Bonding capability-both single and aggregate, as evidenced by submission of Surety Company letter stating bonding capacity -Evidence of capabilities to perform comparable work in the area of Inner Harbor dredging on three recent projects (not more than five years old). Include project name and key/salient features of the project (i.e. use of Dredge, bin size, QCS, DQM), completion date, total contract value, and your company's level of involvement in the project. Please provide at least one point of contact (with email address and phone number) for project validation. - Firm's capability to perform, to include geographic location, project size, equipment list and equipment capability.
