Description
ATCH 4 - DOL Wage Determination for Yuma County as of June 2013 ATCH 3 - Matrix Questionnaire ATCH 2 - Pricing Schedule. Offerors are to enter pricing for each period of performance. Statement of Work for Required Tasks This is a combined synopsis/solicitation for Refuse Collection/Recycling & Disposal Services throughout the Yuma Sector Border Patrol Area of Responsibility prepared in accordance with the format in FAR Subpart 12.6, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 20076777 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-72. The associated North American Industrial Classification System (NAICS) code for this procurement is 562111 with a small business size standard of $35.5M. This requirement is an unrestricted solicitation meaning any qualified offeror may submit bids. The attached Statement of Work (SOW) lists the locations and requirements of this service. Services are for the US Border Patrol, Yuma Sector Headquarters. The anticipated contract resulting from this solicitation will be for a base period twelve months from the date of award with four additional options periods consisting of one year each. All offerors will provide pricing for the base period and each additional option year. The contractor shall furnish all labor, supervision, tools, materials, and equipment to perform refuse collection, recycling and disposal services at the Yuma Sector Border Patrol Stations in Yuma, Arizona. Services are to be performed at various locations throughout the Sector as identified by the Government. Contractor shall be responsible for transporting all collected solid waste refuse to the local landfill/processing location. In the collection and disposal of refuse and garbage, the contractor shall ensure that all safety precautions are observed. Customs & Border Protection, Office of Border Patrol intends to award a Firm Fixed Price contract for this project. Each offer will be evaluated independently, only complete packages will be evaluated. Offers must meet or exceed the requirements stated in the attached SOW. After receipt of offers/quotes the Government may award without discussions, however, if necessary, the Government will seek clarification concerning an offer from the offeror. The term "offeror" or "offer" as used in FAR 52.212-1 shall be understood to mean "quoter" and "quote," respectively. Further, the term "award" shall be understood to describe the Government's issuance of an order. The following information is required in order for an Offeror's bid to be deemed 'responsive' and to be considered for award. Complete packages will consist of the following attachments, and include a brief history of the offeror's work history. Questions must be submitted via e-mail to Teresa.Nechvatal@cbp.dhs.gov four days prior to close of solicitation. If applicable, a question and answer document showing the answers to all questions received in a timely manner will be uploaded as an attachment to the solicitation. The question and answer document will be uploaded one day prior to close of the solicitation for all interested vendors to review. Questions submitted after the deadline may not be considered or answered. For this solicitation, DHS Customs and Border Protection intends to receive all offers by e-mail.
