AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is SGE500-14-R-0023 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-72. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The Contractor and its employees shall exercise the utmost discretion in regard to all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract which has not been made public, except in the necessary performance of their duties or upon written authorization of the Contracting Officer. All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use and become the exclusive property of the U.S Government. Furthermore, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. No exceptions. Failure to provide this information will result in a 'nonresponsive' bid and removal from award consideration. All proposals and other correspondence must be in the English language. The solicitation and award will be subject to the laws and regulations of the United States of America and is being competed using full and open competition procedures. Award will be made to the lowest priced-technically acceptable vendor who submits a quotation that is responsive to the RFQ requirements. The Government reserves the right to reject a quotation that is technically unacceptable or unreasonably low or high in price. The proposed equipment shall meet all ofthe technical specifications, see Attachments "B" and the delivery terms contained herein. Offerors shall provide with their proposal, at a minimum, existing product literature to substantiate the acceptability of their offered products in accordance with this solicitation. The offerors shall list a minimum of three contracts and/or subcontracts that they have held over the past two years to demonstrate their prior experience in supplying the equipment in the required category and scale to companies, organizations and other Government entities, etc. Any additional information, such as letters, associations and standards to substantiate the past performance shall be furnished by the offerors. The offerors shall provide the following information for each contract and/or subcontract: (a) Customer's name, address, and telephone numbers of customer's lead contract and technical personnel; (b) Contract number; (c) Contract dollar value; Cd) Any terminations (partial or complete) and the reason (convenience or default). As stipulated under FAR 15.3, for offerors without a record of relevant past performance for whom information on past performance is not available, the Offeror may not be evaluated favorably or unfavorably on past performance. Technical capability and past performance, when combined, are equal to the price. 3.1 DELIVERY DATE: 30 calendars days after receipt of delivery order. 3.2 DELIVERY TERMS: FOB Destination. The Contractor must consolidate the entire shipment to prevent loss and misdirection of the equipment. Partial shipments are allowed only if authorized in writing by the Contracting Officer. Any lost or damaged equipment during shipment shall be replaced by the contractor upon notification. When the order is ready for shipment, it shall be forwarded, prepaid, directly to: u. S. Embassy Yerevan INL Office 1 American Ave., Yerevan 0082, Armenia The items being acquired will be donated to the government of the ultimate destination: Armenia. The contractor shall ensure that all items are prepared for safe shipment and include all necessary export approvals, licenses, and paperwork. Price must include delivery to the above-mentioned address and compliance with all applicable export licensing requirements. If an export license is required, the items shall not be shipped until the export license is received / approved. A copy of the export license shall be provided to the delivery location stated above. 3.3.1 Each box, carton, and package shall be marked as follows: AMERICAN EMBASSY INL Metal Detectors and Security Equipment Order No. (To be provided upon award) Armavir, Armenia Box # _ of _ 3.3.2. Improperly marked shipments may be rejected by the Government, and the contractor shall be solely responsible for all costs associated with said deliveries and any required redeliveries. 3.3.3. One copy of the packing list and one copy of commercial invoice must accompany the shipment, attached to the outside of the "lead" or number one box/carton/package, or individually attached to the outside of each box/carton/package. 3.3.4. This order is ultimately intended for an overseas destination. Ifthe shipment will involve wood packaging material, then the packing and palletizing must conform to the standards in the International Standards for Phytosanitary Measures Publication No. 15: "Guidelines for Regulating Wood Packaging Material in International Trade" (ISPM 15) and have the appropriate markings indicating that the materials meet this standard. Any deliveries arriving at the indicated delivery address that do not meet these standards will be rejected and must be corrected at the contractor's expense. The Government will award a firm-fixed-price purchase order for the items identified in this RFQ to include the travel of the SME and installation costs of the walk through metal detector. The price shall include all direct and indirect costs, overhead, general and administrative expenses, profit, shipping/delivery charges, insurance, assembly, hotel, lodging, meals and incidentals, etc. The price will not be subject to adjustment after award. 6.1. Quotations shall be submitted through FedBid by the date and time stated on the FedBid RFQ. Only quotations submitted through FedBid will be considered for award. 6.2. Quoters shall provide: 1. Firm-fixed prices on a unit and extended basis. 2. Technical specifications and product data to verify the quoted product meets the required specifications. 3. Name of manufacturer and model number ofthe quoted product. 4. Warranty information. 5. Proposed delivery time. 6.3. All questions regarding this RFQ shall submitted through FedBid. 7.1. Award will be made to the lowest priced-technically acceptable vendor who submits a quotation that is responsive to the RFQ requirements. The Government reserves the right to reject a quotation that is technically unacceptable or unreasonably low or high in price. 7.2. The vendor must be able to demonstrate that it has the necessary resources to provide ontime delivery at a high level of quality. 7.4. It is intended to issue a single purchase order for the complete requirement. However, issuance of two awards (one for the metal detector and related items and one for the radios and related items) may be considered. All bid prices must include shipping FOB Destination Yerevan, Armenia. Questions must be submitted through FedBid.
