Description
This is a request for information/market research to provide data for planning purposes and to gain knowledge of available products/services that may be of interest to the USCG. This sources sought synopsis does not constitute a request for proposal, request for quote, invitation for bid, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. The USCG, Aviation Logistics Center (ALC) is conducting market research to determine industry capability to provide repair and component replacement of existing Elbit Systems of America Mission Data/Video Recorder (MDR) components from the USCG Helicopter Integrated Data Storage (HIDS) and Heads Up Display (HUD) systems on the USCG MH-60T and MH-65 aircraft platforms. This is believed to be a sole source requirement to the manufacturer Elbit Systems of America. Component repair and replacement includes the following: HID (Purchase and Repair): •Mission Data Recorder (MDR), P/N: MB211W-00 •Removable Memory Module (RMM), NSN:6610-01-583-3255, P/N: 001635V-01 HUD (Purchase and Repair): •Signal Data Converter (SDC), NSN: 5985-01-459-3051, P/N: 125110-008 •LED Display, NSN: 7025-01-589-3638, MB240A-00 •Lab Driver Test I/O, P/N: 88104A-00 (Purchase Only) •Brackets, P/N: 012717A-00 The proposed North American Industry Classification System (NAICS) code for the future acquisition is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The size of business pursuant to North American Industrial Classification System (NAICS) is 750 employees. SOURCES SOUGHT RESPONSES: Responses to this notice should include Company Name, Address, Telephone Number, Point of Contact (POC), and Cage Code. Please respond to the following questions when submitting your response: 1) Is your company authorized to provide repair and component replacement of existing Elbit Systems of America Mission Data/Video Recorder (MDR) components from the USCG Helicopter Integrated Data Storage (HIDS) and Heads Up Display (HUD) systems on the USCG MH-60T and MH-65 aircraft platforms? 2) Does your company sell replacement components to be used in support of intermediate repairs performed by USCG personnel? 3) Can your company provide an illustrated parts breakdown (IPB) manual to the USCG in support of the intermediate level repairs to be performed by USCG personnel? 4) Provide a detailed description of any components and repair methods offered to meet this potential requirement. 5) Is this a commercial requirement? 6) Is a published pricing list available? If so, provide the published pricing list with your response. 7) Is the lead-time for acquiring components and lead time for repairs 60 days or less? If not please provide approximate lead times for new component purchase and repairs and an explanation for how it is derived. 8) Identify standard terms and conditions associated with delivery and warranties on new component purchases and repairs. 9) Is special tooling, equipment or training required for repairs? 10)What are the benefits of using your repair processes to meet the USCG MH-60T and MH-65 requirements? 11) What are the risks associated with this requirement? How can the risks be mitigated? 12) Discuss any logistics considerations including assumptions, distribution, reliability, maintainability, quality assurance requirements, and standardization concepts. 13) Is your business a large or small business? 14) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? 15) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? 16) Is your firm a certified "hub zone" firm? 17) Is your firm a woman-owned or operated business? 18) Is your firm a certified Service-Disabled Veteran-Owned? 19) Are there subcontracting opportunities with the purchase of new components and repairs? 20) Is purchase of new components and repair on a GSA schedule? 21) Do you have other government agencies using the product, and if so which agencies, POC's and contact numbers? 22) Provide any POC's for commercial users for general usage of product questions. Firms responding to this announcement that fail to provide all of the required information cannot be used to help the Government make the appropriate acquisition decisions which is the intent of this sources sought notice. This notice is to assist the USCG in determining potential sources only. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. AGAIN, THIS SOURCES SOUGHT SYNOPSIS IS NOT A REQUEST FOR PROPOSAL (RFP) AND IN NO WAY OBLIGATES THE GOVERNMENT TO AWARD ANY CONTRACT. Responses to this sources sought notice shall be emailed to kathrine.r.leach@uscg.mil and bethany.r.rosser@uscg.mil. Telephone responses will not be accepted. Responses must be received no later than March 18, 2014 at 4:00 p.m. EST.
