- BACKGROUND The National Renewable Energy Laboratory (NREL) is the nation's primary laboratory for renewable energy and energy efficiency research and development. NREL's mission and strategy are focused on advancing the U.S. Department of Energy's (DOE's) and our nation's energy goals. The laboratory's scientists and researchers support critical market objectives to accelerate research from scientific innovations to market-viable alternative energy solutions. At the core of this strategic direction are NREL's research and technology development areas (www.nrel.gov/science_technology/). These areas include renewable electricity and fuels, and ultimately the use of renewable electricity and fuels in homes, commercial buildings, and vehicles. The laboratory thereby directly contributes to our nation's goal for finding new renewable ways to power our homes, businesses, and vehicles. DOE's Solar Energy Technologies Office focuses on achieving the goals of the SunShot initiative, which seeks to make solar energy cost competitive with other forms of electricity by the end of the decade. The energy challenges American's face requires that we use an "all of the above" approach that couples our domestic fossil energy resources with renewable sources to achieve sustainable energy independence that lowers costs for consumers. DOE is supporting a range of key activities by private companies, academia, and national laboratories to drive down the installed cost of solar electricity. When the price of solar electricity reaches about $0.06 per kilo-watt hour over its lifetime, it will be cost-competitive with other non-renewable forms of electricity. This in turn will enable solar-generated power to grow from less than 0.05% of the current electricity supply to roughly 14% by 2030 and 27% by 2050, as projected in the SunShot Vision Study. As recently as 1995, the United States maintained a dominant position in the solar marketplace, manufacturing 43% of the world's PV panels. The U.S. market share has steadily declined in recent years, shrinking to 27% by 2000 and to 7% by 2010. SunShot will help re-establish American technological and market leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness. With the aim of contributing to DOE's involvement with the U.S. PV industry's efforts to meet the SunShot goals NREL has proposed a new silicon R&D program focused on the near-term challenges to lower solar electricity costs, develop and demonstrate solar cells with >20% efficiency, and long-term challenge for >30% efficient silicon tandem cells. In order to address these challenges, NREL is currently pursuing a state-of-the-art 156 millimeter (mm) silicon device processing R&D capability. The capability will include an ISO Class 6 cleanroom as necessary to control particulates and maintain process control and a 156 mm capable tool set including an automated wet processing tool and a diffusion furnace. Through this Sources Sought notice, NREL is seeking small business organizations with experience as a Design-Builder with specialized experience in designing and constructing ISO Class 6 clean room facilities. QUALIFICATION REQUIREMENTS The following qualification requirements must be met in order to be deemed a source for the subject project (NREL reserves the right to include additional requirements to be met in the official Request for Proposal): 1. The Design-Builder shall be a small business for NAICS Code 236210, "Industrial Building Construction." 2. The Design-Builder shall have a single project bonding capacity of at least $6M. 3. The three year average Experience Modification Rate (EMR) for the Design-Builder and any lower-tier subcontractors shall be equal to or less than 1.00. In addition the Design-Builder and any lower-tier subcontractors shall be able to answer "no" to the following questions: a. Has your firm received one or more Occupation Safety and Health Administration (OSHA) citations in the last three years? b. Has your firm experience a single work-related incident resulting in a fatality, multiple hospitalizations of three or more, or amputation(s) in the last three years? c. Has your firm received violations pertaining to federal, state, or local environmental standards, regulations, or statutes in the last three years? 4. The Design-Builder must be capable of working in the State of Colorado (i.e. possess the necessary licenses, ability to mobilize a crew and necessary equipment, etc...). THIS IS A SOURCES SOUGHT NOTICE, NOT A REQUEST FOR PROPOSAL. VERBAL REPLIES WILL NOT BE ACCEPTED. ALL INQUIRIES MUST BE PROVIDED IN WRITING VIA E-MAIL. Interested companies shall provide a Letter of Interest to respond to this announcement as soon as possible but no later than March 31, 2014. Interested sources shall provide its Letter of Interest via email to Alex Riebli (alex.riebli@nrel.gov). The Letter of Interest shall include: • Name and address of the company • Point of contact including name, title, phone and email address • Address how each of the qualification requirements listed above are met.
