- Description
- The purpose of this amendment is to announce a pre-proposal conference and request feedback from industry. The Government will be holding a pre-proposal conference in accordance with FAR 15.409 on the subject solicitation on 13 March 2014 at Johns Hopkins Applied Physics Laboratory. Offerors interested in attending shall register by emailing omar.roque@navy.mil or jessica.scalfaro@navy.mil by 1600 on 7 March 2014. There will be a call in number available for those offerors that cannot attend. The Government has reviewed all questions submitted under N00174-13-R-0043 and changes will be reflected in an upcoming RFP amendment. If prospective offerors have additional questions, please submit those as soon as possible but not later than 1600 on 7 March 2014. Based on comments and questions received from industry, the Government has decided to change the RFP to FAR Part 15 with a hybrid base year including cost reimbursable CLINs for the production representative models (PRMs) and Depot Level Repair Parts (DLRP). Phase 2 will remain predominantly firm-fixed-price for supplies. Due to this change, the Government requests feedback from industry on the following questions: Please provide an estimate of the reasonable amount of hours necessary in non-recurring engineering for all the modules. Please provide an estimate, in a cost environment, of a realistic delivery schedule for 4 PRMs from contract award. Please provide an estimate for manufacturing lead time for a first article unit and subsequent production units. Please provide a project average unit cost based on 200-300 systems per year? Answers are to be submitted to omar.roque@navy.mil or jessica.scalfaro@navy.mil prior to 1600 on 7 March 2014. Responses will not be shared outside of the Government team.
