Description
The Naval Undersea Warfare Center, Newport, R.I. intends to award a five year Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract with firm fixed pricing to Reidville Hydraulics & Manufacturing, Inc. for OA-9070 hydraulic motor parts. Statutory Authority Permitting Other Than Full and Open Competition: 10 U.S.C. 2304 (c) (1). One Responsible Source and No Other Supplies will satisfy agency requirements. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Towed Array Handling Equipment Facility (TAHEF) has been tasked to provide the Naval Supply System (NAVSUP) with overhauled hydraulic motors as deliverables for fleet spares. This IDIQ contract will allow for the acquisition of parts to ensure the continued operational capability of the OA-9070 Deployable Array Working Group (DAWG). Reidville Hydraulics & Manufacturing, Inc. is the Original Equipment Manufacturer (OEM) for these hydraulic motors and component parts. The necessary specifications and manufacturing drawings to effectively compete these requirements do not reside with the U.S. Navy; they are proprietary to Reidville Hydraulics & Manufacturing, Inc. Because these components are an integral part of the OA-9070 DAWG hydraulic motors, exact replacement is required. Therefore the materials must be acquired from Reidville Hydraulics & Manufacturing. There is no other company capable of providing the exact required hydraulic motors and component parts. The proposed contract action is for materials and services for which the Government intends to negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Offerors must be registered in System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the website. The NAICS is 332911; size standard is 500 Employees. Solicitation N66604-14-R-0108 is anticipated to be released 1 April 2014. The closing date for receipt of proposals will be established in the solicitation. The solicitation and any subsequent amendments will be posted to the FEDBIZOPPS.gov website. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for monitoring the site for any amendments.
