Contractor Capabilities Statement Performance Work Statement (PWS) Sources Sought Synopsis for the IFF Mode 5 Support. SOURCES SOUGHT SYNOPSIS: Solicitation Number: F2DCCD Project: IFF Mode 5 Transponder Specialized Engineering Support Services. Notice Type: Sources Sought Synopsis: NOTICE: This is not a solicitation but rather a Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330, ENGINEERING SERVICES. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, HUBZONE, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. PROGRAM DETAILS: Support of 309 SMXG Operational Flight Program (OFP) Suite 8 Identify Friend or Foe (IFF)/Mode 5 integration. The services required under the contract shall include: providing Engineering and Support Services for the technical information required for the government engineers to successfully integrate the Mode 5 capability into the A-10 Aircraft, via teleconferences, e-mail, phone, etc. The support includes: providing technical data and answers to questions concerning the APX-119 and KIV-77: software and hardware interface controls, performance, sustainment and maintenance information support of these systems. Either a complete and adequate data package is not available to be provided as a part of this Sources Sought Synopsis, or special materials, facilities, tooling, or test equipment which may be required for performance are not available from the government. Responses from interested contractors must demonstrate that the item or services meet the government's requirements per the attached Technical Capability Requirements document. This is in support of the 309th Software Maintenance Group located at Hill AFB, UT. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. Updated information will be provided in future announcements and posted electronically on the Federal Business opportunities homepage at www.fbo.gov. The Government shall not reimburse the costs of preparing responses to this request for information. The Ogden Air Logistics Complex Contracting Directorate (AFMC), Hill Air Force Base (AFB), Utah, intends to issue a formal RFP in 04 March 2014 with a closing date of 11 March 2014 timeframe for the acquisition of services required for this effort at Hill AFB, UT. The estimated contract period including all options is May 2014 through May 2015. A draft Performance-Based Work Statement is attached. A draft Technical Capability Requirements document is attached. The Government requests that non-proprietary information be submitted in response to this SSS. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. The Government requests interested parties submit a brief statement of current capability to perform these services and a letter of interest. The Government will use this information to determine the best acquisition strategy for this procurement. Interested and qualified sources should provide the following information: (1) company name, point of contact, e-mail address, telephone and fax numbers, type of business and size; (2) a list of your most recent and relevant DoD or commercial contracts (not to exceed five) to include brief description, names, POCs, phone numbers, value & type of contract, and period of performance; (3) address ability to perform ALL the technical capability requirements (4) information about your company and why you think you can perform this service.
