Description
The United States Property and Fiscal Office for Massachusetts, 104th Fighter Wing, located in Westfield, Massachusetts intends to issue a Request for Proposal (RFP) to award a firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to complete the following project; Energy Reduction Measures. This project is located at Barnes Air National Guard Base, Westfield, Massachusetts. AXQD112847 - This project work includes, but is not limited to the following: installation and/or replacement of facility components that will reduce energy consumption and operating costs. The following list of improvements is typical for approximately 24 facilities located at Barnes ANGB. Not all facilities will require all listed upgrades. Provide or replace energy reduction measures to include: Install CFL light bulbs, install energy efficient high bay lights, LED exit signs, occupancy sensors, condensing boilers, heating with infrared heaters, gas hot water heater, low flow faucets, low-flow showerheads, exhaust fan to overhead door interlock, weather stripping. Project will incorporate Leadership in Energy and Environmental Design (LEED) and sustainable development concepts, so as to achieve optimum resource efficiency, constructability, sustainability, and energy conservation, while minimizing adverse impacts to the built and natural environments through all phases of its life cycle. Magnitude of this project is between $1 and $5 Million. Construction/contract completion time is 326 days after notice to proceed to include inspection and punch-list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $33.5 million. This action is being procured as a 100% Small Business Set-aside. The tentative date for issuing the solicitation is on or about 31 March 2014. The tentative date for the pre-proposal conference is on or about 8 April 2014 at 0800 hours. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 3 April 2014 via email to kyle.kiepke@ang.af.mil. Include the solicitation number in all correspondence. Do not contact the A-E Firm or Base Engineering. The closing date is scheduled for on or about 2 May 2014. Actual dates and times will be identified in the solicitation. Lowest price technically acceptable source selection processes and techniques will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include technical, past performance, and price. The Government intends to award without discussions. Interested offerors must be registered in System for Award Management (SAM). The solicitation, associated information, and the plans/specifications will only be available from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) System for Award Management (SAM), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. Note that the registration for access to the secure site takes approximately 15 business days. The solicitation will not be a competitive Invitation for Bid (IFB) and there will not be a formal, public opening.
