- STATEMENT OF WORK (SOW) Miami VA Bruce W. Carter Medical Center Police Department Managed Zone Communication System - Upgrade 1.0 SCOPE: The Contractor shall provide and install all materials, equipment, warranty, and labor necessary to ensure the running of an a P25 compliant narrowband (ASTRO 25 solution), digital trunked radio system that will operate in the UHF frequency band as noted below. The Managed Zone Core service plus local Radio Frequency (RF) equipment, one Network Management client, APX 7500 consolettes and MCC 7500 IP-based console systems at the VAMC Miami dispatch sites. VA dispatchers will be able to use the Motorola MCC 7500 console positions to access and monitor talk groups on the system as well as providing mutual aid capabilities. Current on-hand radios are required to work with system and they are: Motorola APX 6000 Motorola APX 7000 Motorola APX 7500 7500 consolettes Motorola APX 7500 dual band high power Motorola F=GTR 8000 base radio Motorola GGM 8000 gateway 1Licenses to accommodate the following system capacities: "One (1) ASTRO 25 RF site "Up to 500 radio users "Two (2) MCC 7500 console positions "One NM client with licenses for User Configuration Management, Radio Control Manager, and Dynamic Reports applications 3.0 SPECIFIC TASKS: The contractor shall provide all equipment, materials and labor necessary to fully upgrade the existing radio system to a managed P25 compliant zone core system for Miami Health Care System. The contractor shall provide all design drawings, shop drawings, and submittals as necessary to ensure that the below scope of work is fully addressed within the best interest of the Miami VAMC. Locations of the VA-owned server equipment will be in a single, self-contained room wherein consoles' proximity are easily accessible by the operators and in consideration with recommendations from, Police Service, Engineering Service, and Office of Information & Technology (OI&T). The contractor shall ensure the radio system being upgraded will be fully operational; to include the complete migration of the existing system into compliance with the upgrade equipment. Contractor must upon completion of the installation and optimization process of VAMC Miami's infrastructure, provide administrator and user training, tailored to meet VAMC Miami's needs. The training sessions will be conducted by an experienced System Technologist, who will work closely with the VAMC Miami administrator to ensure that all desired operational functions and features are covered in depth and understood by all operators, provide training for VAMC Miami's radio administrators. Contractor will provide configuration support and system maintenance in addition to network security as well as periodic software update and security enhancements for the Miami sites. All work shall be performed in full accordance with applicable local and federal regulations. All equipment and installation shall conform to the VA master specifications. All equipment and installation shall conform to the recommendations of the National Fire Protection Association (NFPA), including the National Electrical Code (NEC). No departures from specification requirements will be permitted without written approval. The Supplier shall use good safety practices while working. All hardware should be installed in such a manner to minimize damage and maximize patient and employee safety. All equipment and procedures shall conform to Occupational Safety and Health Administration (OSHA), National Emergency Management Association (NEMA), and American National Standards Institute (ANSI) Standards and conform to the Standard Building Code and the Standard Mechanical Code. All installations for the Miami VAMC shall conform to Veteran Affairs Acquisition Regulation (VARR) and Federal Acquisition Regulation (FAR) standards. The contractor shall provide all labor and materials necessary for any site work including but not limited to electrical conduit with pull strings, back boxes, raceways, core drilling, concrete patching, and painting. Minimum of ¾" conduit shall be approved to be used for installation. All new cabling and wiring shall be pulled in conduit or cable tray. All barriers and firewalls will be sealed once breached. 3.1 System Infrastructure Design: 3.1.2 Design solution shall meet all specification/capabilities required 3.1.3 System upgrade and installation project plans must be designed and approved prior to installation. (Miami VAMC Stakeholders) 3.1.4 A final design review and approval must occur before project start. 3.1.5 All software required shall be applicable to the system being installed and include all licensing and manuals. (All licenses must be included in cost). 4.0 WARRANTY/SERVICE CONTRACT: The Contractor shall provide one-year full parts and labor warranty, with technical support available 24 hours per day, seven days per week. 5.0 CONTRACTOR QUALIFICATIONS: 5.1 Contractor shall provide qualified personnel to install communication system 5.2 Contractor shall have experience installing conduit, wiring, and terminations in support of manufacturer system requirements. 5.3 Contractor shall have experience sealing wall penetrations using Hilti procedures. 5.4 Contractor shall have experience in setting up requested equipment and certifying system operations and testing prior to government acceptance. 5.5 Contractor shall have experience in facilitating approved manufacturer training for system operators. 6.0 GOVERNMENT RESPONSIBILITIES: The Government shall provide the following: 6.1 Conduct environmental impact assessments 6.2 Provide the building infrastructure upon which the system should be installed 6.3 Provide site access and escorts through work areas as needed. 6.4 Provide access to electrical power. 7.0 CONTRACTOR RESPONSIBILITIES: The Contractor shall be responsible for the following: 7.1 Contractor shall provide qualified personnel to install communication system. 7.2 Contractor shall be responsible for providing system equipment and warranties 7.3 Contractor is responsible for all conduit, wiring, and terminations. 7.4 Contractor shall be responsible to seal any penetration thru the walls Hilti 2 hour rated fire stop. 7.5 Contractor shall attend a Kick Off meeting and Project Design meeting at the Miami VAMC in order to ensure that the Dispatch Console System design and associated documentation match facility requirements. 7.6 Contractor shall be responsible for all system/software testing after installation and prior to government acceptance. 7.7 Contractor shall be responsible for sealing off all areas to eliminate possibility of debris flowing through to patient areas. 7.8 Contractor is responsible for onsite training as follows: 7.8.1 Operator training to be provided to all dispatchers on or around shift changes, so different shifts can take advantage of the training without undue hardship on their part. This is expected to be a 2 to 4 hour class, predicated on the operators' experience level. Two classes should be provided if necessary and should be arranged with the Customer POC. 7.8.2 Subscribers' operator training to be provided. Each class takes about 1.5 hours. Three classes are to be conducted if necessary and scheduled with the Customer POC for maximum benefit to the Customer's user base. 7.8.3 Classes to be conducted in the same week. 7.8.4 The Contractor shall maintain the personnel, organization, and administrative control necessary to ensure that the work delivered meets the contract specifications and requirements. 8.0 SECURITY: All vendors are required to check in with facility Police and obtain a vendor access pass prior to entering facilities. Security clearance is not required. 9.0 CONTRACTING OFFICER REPRESENTATIVE (COR): The Contracting Officer Representative shall be the technical point of contact for all work related requirements. 9.1 The COR does not have authorization to change, alter, or remove any requirements stated in the performance work statement. The Contracting Officer is the only government authorized person to change the performance work statement or any resultant contract. 10.0 PLACE OF PERFORMANCE: Installation of Dispatch Communication System shall occur at the Miami VA Bruce W. Carter Medical Center, 1201 NW 16th Street, Miami, Florida 33150. 11.0 WORK HOURS: The work shall be performed during normal working hours (8:00am - 4:30pm) Monday thru Friday, excluding federally approved holidays. However, the Contractor must be willing to work off-hours in selected areas if needed to accommodate the hospital's functions. 12.0 DELIVERY: All deliveries shall be coordinate with the Miami VAMC Warehouse before arrival. Failure to coordinate delivery will be grounds to refuse delivery. 13.0 Key Personnel and Replacements: Requests for approval of substitutions shall be in writing and shall provide a detailed explanation of the circumstances necessitating the proposed substitutions. The request shall contain a complete resume for the proposed substitute, and any other information requested or required by the Contracting Officer to approve or disapprove the request. Proposed substitutes shall have qualifications that are equal to or higher than the personnel being augmented. The Contracting Officer or his/her authorized representative shall evaluate such requests and promptly notify the Contractor in writing whether the proposed substitution is acceptable. If the Contracting Officer determines that, (1) suitable and timely replacement of personnel who have been reassigned, terminated or have otherwise become unavailable for the contract work is not reasonably forthcoming, or (2) the resultant substitution would be so substantial as to impair the successful completion of the contract or the delivery order in accordance with the proposal accepted by the Government at time of contract award, the Contracting Officer may, (1) terminate the contract for default or for the convenience of the Government, as appropriate, or (2) at his discretion, if he finds the Contractor at fault for the condition, equitably adjust the contract price downward to compensate the Government for any resultant delay, loss or damage. The Contractor shall replace any absent individual for any period greater than one workday (may be changed) so as to leave a full complement of trained qualified personnel at all times with no disruption of services. 14.0 Contractor Personnel and Management: Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security. A.Access to VA information and VA information systems. 1.A contractor / subcontractor shall request logical (technical) or physical access to VA information and VA information systems for their employees, subcontractors, and affiliates only to the extent necessary to perform the services specified in the contract, agreement, or task order. 2.All contractors, subcontractors, and third-party servicers and associates working with VA information are subject to the same investigative requirements as those of VA appointees or employees who have access to the same types of information. The level and process of background security investigations for contractors must be in accordance with VA Directive and Handbook 0710, Personnel Suitability and Security Program. The Office for Operations, Security, and Preparedness is responsible for these policies and procedures. 3.Contract personnel who require access to national security programs must have a valid security clearance. National Industrial Security Program (NISP) was established by Executive Order 12829 to ensure that cleared U.S. defense industry contract personnel safeguard the classified information in their possession while performing work on contracts, programs, bids, or research and development efforts. The Department of Veterans Affairs does not have a Memorandum of Agreement with Defense Security Service (DSS). Verification of a Security Clearance must be processed through the Special Security Officer located in the Planning and National Security Service within the Office of Operations, Security, and Preparedness. 4.Custom software development and outsourced operations must be located in the U.S. to the maximum extent practical. If such services are proposed to be performed abroad and are not disallowed by other VA policy or mandates, the contractor/subcontractor must state where all non-U.S. services are provided and detail a security plan, deemed to be acceptable by VA, specifically to address mitigation of the resulting problems of communication, control, data protection, and so forth. Location within the U.S. may be an evaluation factor. 5.The contractor or subcontractor must notify the Contracting Officer immediately when an employee working on a VA system or with access to VA information is reassigned or leaves the contractor or subcontractor's employ. The Contracting Officer must also be notified immediately by the contractor or subcontractor prior to an unfriendly termination. 6.All contractor employees and subcontractor employees requiring access to VA information and VA information systems shall complete the following before being granted access to VA information and its systems. a.Sign and acknowledge (either manually or electronically) understanding of and responsibilities for compliance with the Contractor Rules of Behavior, relating to access to VA information and information systems; b.Successfully complete the VA Cyber Security Awareness and Rules of Behavior training and annually complete required security training. c.Successfully complete the appropriate VA privacy training and annually complete required privacy training. d.Successfully complete any additional cyber security or privacy training, as required for VA personnel with equivalent information system access to be defined by the VA program official and provided to the contracting officer for inclusion in the solicitation document - e.g., any role-based information security training required in accordance with NIST Special Publication 800-16, Information Technology Security Training Requirements. 7.The contractor shall provide to the contracting officer and/or the COR a copy of the training certificates and certification of signing the Contractor Rules of Behavior for each applicable employee within one week of the initiation of the contract and annually thereafter, as required. 8.Failure to complete the mandatory annual training and sign the Rules of Behavior annually, within the timeframe required, is grounds for suspension or termination of all physical or electronic access privileges and removal from work on the contract until such time as the training and documents are complete.
