Description
Original Solicitation Responses to questions Amendment to the Solicitation Defense Information Technology Contracting Organization (DITCO) PL8311 is seeking discounted pricing to procure technical support for the Communications Management and Control Activity's (CMCA's) Automated Tracking Tool (CATT) in accordance with the statement of work (SOW). This is a combined synopsis / solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will be issued. The solicitation number is HC1028-14-T-0036 and this solicitation is a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-53. This procurement is set-aside for small business. The North America Industry Classification System (NAICS) code is 541511. The business size standard is $25,500,000.00 million. The Product Service Code (PSC) is D399. This procurement will be evaluated as lowest price technically acceptable, for the procurement of the following services: The DISA CMCA provides communications support to the United States Secret Service (USSS) for Presidential Campaigns and the Joint Staff, J3, Joint Director of Military Support (JDOMS), Office of Special Events. The CMCA uses an automated business system compatible with the USSS for reporting purposes. The objective is to obtain services to maintain DISA's CATT intranet application. The CATT is a JAVA Server Pages (JSP) intranet application that is deployed with an Apache Tomcat container interfacing with an Oracle 11g database. This system is currently configured on two servers, an applications server and a database server, both running on separate Dell Servers with Red Hat Linux operating systems. The period of performance is April 1, 2014 to September 30, 2014 with one 365 day option period. The quote shall comply in all material respects with the requirements of the law, regulation and conditions set forth in the solicitation. The proposal must meet all mandatory solicitation requirements. The offeror must be determined responsible according to the standards of FAR Part 9, Subpart 1. The award will be a Firm Fixed Price award based on the lowest priced technically acceptable offer. Award will be made to the offeror who presents the Lowest Price Technically Acceptable (LPTA) offer to the Government. The proposal must comply in all material respects with the requirements of the law, regulation and conditions set forth in the solicitation. The quote must meet all mandatory solicitation requirements. The offeror must be determined responsible according to the standards of FAR Part 9, Subpart 1. Price proposal shall include pricing for all CLINS for the base period, option year 1, and an additional 6 month optional period covered by FAR Part 52.217-8, Option to Extend Services. Note that pricing for the additional 6 month period is for evaluation purposes only, which per the FAR are to be priced at the same rates as the last option period. All quotations must be signed, dated and received by 1:00 PM (CDT), Wednesday, March 12, 2014, via e-mail to kevin.l.poore.civ@mail.mil. Only e-mailed quotes will be accepted. Contractors are responsible for verifying receipt of their quotes. Late submissions will not be considered. Inspection and Acceptance shall be at destination. Offerors shall include Tax Identification Number, CAGE code, DUNS number, Warranty Terms, and Delivery After Receipt of Order stated on their quote.
