The potential small business will need to demonstrate the capability to serve as the "Trusted Third Party (TTP) to provide support for the Healthcare Fraud Prevention Partnership (HFPP). Services include providing an information technology (IT) solution, partner-management support services required to execute HFPP studies, manage data collections, conduct data analysis, and generate reports. The activities of the HFPP and the services rendered by the TTP in support of the HFPP are intended to detect and deter fraudulent behaviors within healthcare affecting both public and private payers. This notice, and the operations of the HFPP, is sponsored out of the CMS Center for Program Integrity, Data Sharing & Partnership Group. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. The TTP will provide the necessary operational and IT infrastructure to design and execute HFPP studies and manage partners, data collection, analysis, report generation, and communications. The TTP will not create a comprehensive data warehouse of all the partner data and information, the data will be collected as needed for each study and stored in the secure TTP environment. Only the minimally-necessary information will be collected per the design of the particular study. The TTP will be responsible for safeguarding sensitive data and will be expected to act as an independent, objective, conflict-free organization that facilitates collaboration and builds trust among HFPP partners.
